SUMMARY
Working under the direction of the Supervisor of Maintenance, the incumbent plans, lays out, installs, services, and maintains facility security and fire detection systems; installs, maintains and repairs electrical power and service wiring, control panels, and related solid state equipment; and installs, services and maintains facility locks, hardware and keys. The incumbent also performs all other general Maintenance Technician requirements as assigned. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.
OPERATIONS/Judgement
  • Redesigns, upgrades and recycles obsolete or incorrect schematics, equipment and systems;
  • Updates electrical knowledge, keeping abreast with advances in electrical equipment;
  • Maintains, installs and repairs various underground and aerial equipment and components such as wiring, controls, control boxes, conduit, cable, ducts, signals, time switches, relays, signal poles, etc.;
  • Performs overhead work within contact of other utilities;
  • Maintains and troubleshoots electrical facilities and systems for City's various facilities including/but not limited to, the downtown community center, three youth centers, Salomon Farm buildings, all rental facilities, all three-golf course pro shops and maintenance facilities, and the Northside Park Novitsky building.
  • Installs, assembles, inspects, repairs and maintains various City electrical systems and components such as circuits, relays, switches, outlets, equipment, communications systems, panels, overhead doors, lighting fixtures, etc.;
  • Wires residential and light commercial systems, making power line and circuit connections;
  • Tests and performs spot checks for possible problems;
  • Sets up temporary power for various community activities including Johnny Appleseed Festival, downtown holiday lighting, as well as various sites throughout the city, as well as Freimann Square, etc.;
  • Installs, repairs and maintains the BEST lock system as well as any programable lock systems in the Parks;
  • Works with and guides non-departmental contractors with security installations in existing or new facilities;
  • Assists other employees with work or training;
  • Performs duties within all relevant safety procedures and operation regulations;

DIAGNOSTIC/PREVENTATIVE MAINTENANCE
  • Trouble shoots and repairs electrical components to HVAC equipment;
  • Services and repairs a variety of electric appliances;
  • Services raised lighting such as ball diamond and parking lot lights;
  • Performs minor non-related electrical repairs similar to Maintenance Technician work, such as carpentry, painting, plumbing and general facility repair work;
  • Diagnoses electrical and/or security alarm failures;

EQUIPMENT MANAGEMENT
  • Provides own hand tools;
  • Operates a variety of tools such as all types of power hand tools, all varieties of wood working power tools, cutting torch, gas welding, sweat soldering and brazing, and all safety equipment as required;
  • Operates a variety of vehicles including skid loaders, forklifts, manlifts, tractors, lifts, bucket trucks, dump trucks with equipment trailers and other vehicles as required;
  • Maintains all equipment, tools and systems in a clean and orderly condition;

MARGINAL FUNCTIONS
  • Prepares necessary equipment and material needs to be requisitioned for all security systems and lock requirements;
  • Reports irregularities and abnormal conditions;
  • Completes non-security electrical work or emergencies as assigned;
  • Assists in training of other employees;
  • Assists employees of equal or higher classification
  • Performs other duties as required.

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
  • High School diploma or G.E.D.;
  • Four (4) years experience working in electrical trades;
  • Must have an Electrical Journeyman card;
  • Must have knowledge of approved code requirements and safety standards;
  • Must be able to work overtime and/or in emergency situations.

LANGUAGE SKILLS
Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Incumbent is expected to carry out complex varied and standardized assignments. Incumbent is required to understand low and high voltage, AC/DC single and three-phase system layout and troubleshooting, with moderate exposure to solid-stated circuitry troubleshooting and repair.
CERTIFICATES, LICENSES, REGISTRATIONS
  • Valid Indiana driver's license with for hire endorsement.
  • Must be able to obtain an AHA CPR/First Aid Certification, within 6 months of hire.
  • Must be able to obtain a Confined Space Entry certification within 6 months of hire.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Physical effort involves heavy lifting and bending exerted for short periods of time.

Work takes place in a shop environment and outside in normal weather changes. The employee performs overhead work within contact of other utilities. Emergencies can require on-call duty and work outside in extreme temperatures or other abnormal weather conditions. The work involves regular soiling of clothing or skin, exposure to noise and hazardous situations, especially with high voltage/amperage systems and when working amidst vehicle traffic. The incumbent works under adverse conditions including extremes of temperature, humidity, precipitation and dust. The noise level in the work environment is usually loud.
