The City of De Pere is seeking a Maintenance Specialist - Plumber. This position will perform the installation, maintenance and repair of all plumbing, piping and other equipment at buildings and facilities owned and operated by the City. This would include all plumbing systems and equipment, park infrastructure, pool facilities, and City infrastructure.
The typical work schedule is Monday - Thursday, 6:30 a.m. - 4:00 p.m. and Friday, 6:30 a.m. - 10:30 a.m., plus additional hours as needed for emergencies. This position will rotate working weekends during the summer for pool maintenance. This position will typically work every 3rd weekend from June - August and will typically work 4-6 hours on the Saturday and Sunday; this is in addition to regular hours. The City of De Pere recognizes the importance of its employees having a proper work-life balance and supports alternative work schedules (i.e., four 10-hour days or five 8-hour days). In addition, new employees receive three weeks of vacation time and four floating holidays per year beginning on the first day of work (prorated the first year).
Salary: The full salary range for this position is $33.04 - $47.20 per hour, plus excellent benefits package. The anticipated starting salary is $33.04 - $39.65, depending on qualifications. The City of De Pere rewards employees for exceptional work performance with a pay for performance incentive program. Employees may be awarded a salary increase, bonus, or paid time off for exceptional work performance. Employees will be automatically enrolled in the Wisconsin Retirement System (WRS), a pension plan to help provide for financial security during retirement, which consists of employer and employee contributions.

Essential Functions
Analyze, troubleshoot, install, repair, and modify the plumbing systems and prints per the Wisconsin Uniform Plumbing Code for all City buildings, parks, shelters, bathrooms, pool facilities, fountains, and irrigation systems. Winterizing all city plumbing in the fall and reassembling and charging the same systems in the spring.
Performs varied maintenance tasks related to the overall operation of the City's aquatic facilities. Duties include general building and grounds maintenance and repair; mechanical systems troubleshooting and repair; electrical and heating system troubleshooting and repair; plumbing system maintenance and repair including the piping for both pool water and potable water. Responsible for maintaining code compliant water quality at all aquatic facilities, including the maintenance and repair of associated equipment, as well as the use of various required chemicals.
Ensures that all work is done according to standard trade practices, Wisconsin Plumbing Code, and local building codes.
Respond to emergency calls after normal business hours that are a result of mechanical/plumbing failure or other issues at any of the City buildings, pools, parks, boat launches, bathrooms, or whenever a citizen has an issue with a City service.
Assists other personnel and trades as may be required for the purpose of supporting or filling in for them in the completion of their work activities which would include analyze, troubleshoot, install, repair, modify for HVAC systems, electrical systems, and construction aspects for all City buildings or facilities.
Liaisons with other consultants, contractors, inspectors, suppliers and other departments on maintenance and project work.
Maintain prompt, predictable, and reliable attendance.
Maintain the ability to lawfully operate a motor vehicle.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Extensive knowledge and experience in the installation and maintenance of commercial and residential plumbing systems as they relate to municipal facilities and systems. Broad knowledge of heating and electrical systems. Knowledge of occupational hazards and safe work practices.
Skill to repair machines and systems using the necessary tools. Skill to perform routine maintenance on equipment and determine when and what kind of maintenance is needed. Skill to determine causes of operating errors and decide what to do about it. Skill to determine the kind of tools and equipment needed to do a job. Skill in the operation of equipment needed to effectively perform the duties and responsibilities of the position, including modern office equipment.
Ability to arrange things or actions in a certain order or pattern according to a specific rule or set of rules (e.g., patterns of numbers, letters, words, pictures, mathematical operations). Ability to read, interpret and work from mechanical drawings, O&M manuals, schematics, blueprints, plumbing code specifications, and diagrams for installation and repair of building systems and equipment. A knowledge of applicable regulatory, building and trades guidelines and codes. A working knowledge of the various types of plumbing, space heating, utility controls and equipment, fire suppression systems and water treatment. Ability to develop and maintain necessary records and prepare clear concise reports. Ability to make independent decisions. Ability to operate an aerial lift truck. Ability to communicate effectively both orally and in writing with business representatives, elected officials, department heads, the general public, and other City employees with courtesy and tact. Ability to develop and maintain effective working relationships with staff, volunteers, and the general public. Ability to follow oral and written instructions. Ability to utilize a computer and required software. Ability to work the required hours of the position. Ability to work extra hours as needed.
May be required to demonstrate minimum competency by successfully passing approved tests.
Minimum Requirements & Physical Requirements
MINIMUM REQUIRMENTS:
  1. Apprenticeship in the plumbing field.
  2. Journeyman Plumber license required; Master Plumber license is required within 24 months of hire.
  3. Licensed as a Wisconsin Journeyman Plumber with at least 1,000 hours of experience per year for at least three years.
  4. Certified Pool Operator Certification or willingness to obtain within 12 months of hire.
  5. Cross Connection Control Assembly Tester or willingness to obtain within 12 months of hire.
  6. Valid unencumbered Wisconsin Driver's license and safe driving record. Possession of a CDL is preferred.

A combination of education and experience may be considered.
PHYSICAL REQUIREMENTS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential duties and responsibilities of this job:
Work performed indoors and outdoors, in both clean and dirty settings. Work from ladders, bucket truck, scissor lift, and confined spaces. Work with high-voltage equipment, must be alert and precise. Occasionally safely lift objects weighing up to 100 pounds with or without assistance; frequently lifting, carrying, pushing, pulling objects weighing up to 100 pounds with assistance and up to 50 pounds without assistance. Focus for long periods of time on projects. Required to perform tasks requiring a relatively high degree of physical strength and endurance, stand and walk for long periods of time, reach above and below waist level, have bodily movement adequate to climb, stoop, kneel, crawl, and crouch. Communicate clearly in person, by telephone and by radio, have vision adequate to read fine print. Have manual dexterity to safely use equipment and tools.
