Job description

SALARY: $20.92/Hr. (NEGOTIABLE) (Employees will receive 5% below the negotiated pay rate during their probationary status) Non-Exempt POSITION SUMMARY This position is responsible to determine public assistance benefits in accordance with federal, state and tribal policies and regulations for the State of Wisconsin's' Health Care, FoodShare and Child Care programs. Must be able to process requests timely, efficiently and accurately for members of the Oneida Nation and the local community.

Must have good communication skills and always demonstrate empathy, respect and sensitivity to the needs of the clientele served. Continuation of this position is contingent upon funding allocations. DUTIES AND RESPONSIBILITIES: Complete an intensive self-paced State New Worker training and mandatory annual trainings which includes Health Care, FoodShare, Food Share Employment and Training (FSET), Child Care, Caretaker Supplement and Wisconsin Child Care Subsidy Program (SHARES) Child Care training in addition to any other Tribal required trainings both State and Tribal training required.

Process application requests for Health Care, FoodShare, Wisconsin SHARES Child Care in a timely manner to meet State timelines established by funding source. Perform data entry, with accuracy into the State CARES/CWW system and other subsystems such as Forward Health, Electronic Case File, Mainframe, Electronic Benefits Tracking Child Care Statewide Administration (EBT-CSAW, OnBase Unity Client, Benefit Recovery Investigation Tracking System (BRITS). Use a standard client scheduling system to establish daily schedule for appointments to be set up for client appointments.

Case management which includes meeting with clients face to face, by phone if requested, to gather financial and non-financial information needed to determine eligibility while following program policies, requesting additional information needed. Run program reports, keeping accurate files to include scanning of documents into the State's electronic case file system. Process referrals for fraud or suspected fraud as required by the funding source for program integrity.

Assist, correct, respond timely to State Quality Assurance Findings done on case reviews, completing actions in a timely manner. Adhere to all State and federal program requirements, policies, regulations to maintain program compliance, integrity and funding actions in a timely manner. Attend Case Management, Staff, and program meetings to discuss case concerns, issues or program needs.

This includes staff development and trainings as required or as needed to maintain program compliance. Participate and facilitate with/on local, community, State and/or Federal committees, and work groups as needed or requested by immediate supervisor. Prepare all notices, scan documents, organize client records, and maintain files for all programs.

Keep an organized schedule for the different programming and duties. Develop individual employability plans for FSET clients, assist customers with various employability skills and provide appropriate trainings as needed. Network with, seek out and create FSET job placements through internal and external employers.

Oversee placements and activities. Review and update monthly participation activities with up-to-date notes in the Cares Worker Web (CWW) FSET system to ensure the program is meeting the defined goals in the current approved FSET plan. Process and submit accurate accounts payable check requests and other required attachments for support services for the FSET program.

Develop workshops, attend community outreach efforts, and collaborate with internal and external partnerships for the FSET program. Create planning and increase access to a variety of employability skills training and opportunities for clients. Represent the agency in a professional and positive way while building relationships with partnering agencies or internal programs.

Provide one-on-one case management services to remove external barriers for FSET clients and assist with their efforts to become self-sufficient or employed full time. This will include on-going individual meetings, and collaboration with other service providers such as, AODA counseling, Parenting Programs, or educational institutions, etc. Maintain professional and technical knowledge by conducting research, attending seminars, and educational classes, attend local and national conferences, establishing networking opportunities with professional societies.

Maintain professional and positive with all service providers and agencies. Maintain case files with appropriate forms, verifications, tribal identification as required by program. Perform general clerical work and assists with office reception duties as requested.

Must be able to provide back up within the department as needed. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position.

The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor. PHYSICAL REQUIREMENTS/WORK ENVIRONMENT: Frequently walk and sit; reach with hands and arms. Occasionally stand, stoop, kneel; and lift and/or move up to twenty-five (25) pounds.

Work is generally performed in an office setting with a moderate noise level. A Tuberculosis (TB) Screening and/or 2 step TB Skin Test is required within thirty (30) days of employment and annually thereafter as required. STANDARD QUALIFICATIONS: Knowledge of the CARES, CWW System and other State subsystems such as Electronic Case File (ECF), Kids Information Data System (KIDS).

Knowledge of and able to interpret all applicable federal, state and tribal laws, regulations and requirements for public assistance programs. Knowledge of department organization, functions, objectives, policies, and procedures as well as Tribal policies. Knowledge of tribal, state, federal public assistance and Welfare Reform trends.

Knowledge of human growth development and behavior, current social and economic problems of Native Americans today. Knowledge of the Oneida Community, it's history and culture with the ability to integrate into work. Knowledge of basic math processing, skills of determining benefit eligibility based on program knowledge of applicable laws, policies, regulations and requirements.

Knowledge of human growth and behavior, human relationships, current social and economic problems of Native Americans. Ability to set and meet priorities, meet strict deadlines and the ability to successfully cope with challenging situations and conditions. Ability and willingness to provide excellent customer service skills at all times.

Skill in organizational management. This requires the incumbent to plan, organize and schedule priorities efficiently and effectively, meet strict deadlines and successfully cope with challenging situations and conditions. Must be willing and able to attend training that sometimes may require long distance, overnight travel.

Must participate in staff meetings, departmental meetings/trainings as required. Knowledge records management, basic mathematic processing proceeding, budgeting, and life skills teaching experience. Skills in operating various word processing, and database software programs included Microsoft office programs, WI CARES, Host on Demand System (HOD) and AS400.

Must be a dependable self-starter, multi-tasker, possess initiative and be capable of working independently with the various programs, policies and processes. Must be able to work well with others as a team member in all aspects of the job and other departmental related duties as assigned. Skills in determining benefit eligibility based on program knowledge of applicable laws, regulations, and requirements.

Ability to inform and communicate verbally and in writing in diverse and challenging situations with the ability to process information effectively, identify and define problems and make objective decisions. Ability and willing to be dependable and conscientious; possess initiative, self-motivated and capable of working independently. Attend required on-going job training that may include long distance that may require overnight travel.

Complete Oneida Certification on reporting Child Abuse and Neglect training within ninety (90) days of employment. Must maintain strict departmental security, confidentiality and quality to meet professional standards of the department. Must be willing and able to obtain additional education and training.

Must pass a pre-employment drug screening. Must adhere to the Nation's Drug and Alcohol-Free Workplace Policy during the course of employment. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position.

A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division. A valid driver's license or occupational driver's license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of-state driver's license.

Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment. PREFERRED QUALIFICATIONS: Applicants please clearly state on the application/resume if you meet these qualifications.

Associate Degree in Human Services, Social Work or related field with one (1) year experience in case management in a public assistance setting that includes interviewing and determining eligibility. MINIMUM QUALIFICATIONS: Applicants please clearly state how you meet these qualifications on the application/resume. High School Diploma with a High School Diploma, HSED Diploma or GED Certification; applicants age fifty (50) and older are exempt from this requirement.

One (1) year experience in assessment interviewing, case management and determining eligibility for public assistance programs with a combination of education and experience.
