- Provide broad knowledge of maintenance and construction equipment and procedures for implementing safe, efficient work in the field that meets industry standards.
- Develop and implement maintenance policies, practices, procedures, and methods in a safe and efficient manner
- Oversee preventive maintenance activities, maintenance planning activities for routine maintenance and construction as well as turnarounds.
- Provide strategic and operational direction and decision making to the Maintenance staff in support of company goals and objectives.
- Ensure the Maintenance Team performs work safely and in compliance with environmental regulations.
- Work closely with the Maintenance Team to develop business plans and activities that support these goals.
- Establish goals and performance measures for Maintenance Department metrics in support of Company goals and objectives.
- Coordinate with Operations, Environmental and Engineering departments to prioritize plant daily needs with longer term activities such as capital projects and turnarounds.
- Regularly review metrics and provide feedback to Maintenance and staff
- Develop and implement corrective action initiatives and programs to improve maintenance performance as required
- Responsible for managing preventive and predictive maintenance initiatives and programs.
- Oversee all contractor activities utilized to supplement the Maintenance Department.
- Develop annual operating and capital budgets for the Maintenance Department.
- Oversee and manage expenditures and continuously track, manage and adjust spending to ensure performance to budget plans.
- Participate in setting strategic direction, policies, and assist in overall decision-making, in regard to operation of the entire facility as a contributing member of the Refinery's Leadership Team.
- Ensure all Corporate & HR personnel policies and practices are understood and enforced.
- Establish a working relationship with other staff and departmental managers to be sure activities across the Maintenance team support their needs as customers.
- Support overall facility planning activities in regard to new equipment installations, building changes, and factory rearrangement in support of business needs.
- Ensure maximum uptime of all equipment through the extensive use of preventive maintenance. Utilize up-time as the key metric to determine success of the team.
- Oversee capital/maintenance outage events for successful planning and executions.
- Identify, monitor, and maintain key performance indicators (KPI's) for maintenance and communicate to the craftsman level.
- Work closely with Maintenance Trainer and PM Scheduler to develop and ensure appropriate training and PM procedures are followed.
- Manage the Supply Chain Department at the site (Procurement/Warehouse).
- Manage warehouse personnel and inventories to maintain critical spares and consumables to support preventive and corrective maintenance activities.
- Provide warehouse support for project construction needs.
- Act as the designated back-up for Refinery General Manager when requested.

- Oversees the Technician and Facilities Maintenance roles
- Hire and train maintenance department staff
- Organize and oversee the schedules and work of maintenance staff
- Conduct performance evaluations that are timely and constructive
- Handle discipline and termination of employees as needed and in accordance with company policy
- Bachelor's Degree in Engineering or related technical field.
- 15+ years' experience in maintenance (equipment and facilities) including a minimum of 10 years in a maintenance/reliability or technical leadership position.
- Experienced in industry standard maintenance practices including reliability centered maintenance (RCM), predictive maintenance, computerized maintenance management systems (e.g., Maximo).
- Must be able to pass a physical test of pushing, pulling, and lifting a minimum of 50 lbs
- Must be able to traverse property and facility to diagnose building issues and plan repairs or maintenance
- Must be physically able to perform repairs when needed
- Prolonged periods sitting at a desk and working on a computer
- Must be able to climb ladders and or stairs on tanks, vessels and structures; wear respirator; work around equipment containing high pressures and temperatures and various chemicals
