Role and Responsibilities

Under general supervision, performs specialized professional nursing work in the care and treatment of inmates at the County Correctional Facility.  Work involves ensuring the well-being of inmates through reviewing health screening forms and routine inmate examinations, and facilitating required medical treatment, special diets, or other care as warranted.  Employee is responsible for assessing inmates' health during "sick call" rounds; conferring with medical professional to confirm inmates' medical needs; facilitation inmates' visits to medical professionals or transfer to medical institutions; reviewing and maintaining medical records, including bills for services; and overseeing administration of special diets or medication to inmates.  Employee is also responsible for administering an overall Facility health and hygiene plan, and instructing Facility staff in health and hygiene practices; and for responding to medical emergencies at the Facility.  Employee is subject to the usual hazards of Correctional Facility management and medical work, including risk of exposure to infectious diseases.  Reports to a Lieutenant.

Essential Job Functions

Performs daily rounds, visiting and briefly examining inmates, as requested, to assess health status, paying particular attention to previously or newly reported ailments or problems or refers inmates to facility's consulting physician; reviews medical screening forms for prisoners booked during previous twenty-four hours and confers with consulting physician and/or other medical professionals, as necessary, to determine need for treatment, proper medication or other course of action; schedules inmates' appointments with physicians or other medical personnel, as necessary.

Examines prescription medications brought to the Facility by inmates, verifying identity of substances and need by inmate.

Prepares and maintains medical files on each inmate, as necessary; maintains records of medical treatments and condition of inmates; reviews and approves medical bills submitted on behalf of inmates, as appropriate; prepares paperwork for transfer of inmates to medical facilities, as necessary.

Confers with Facility food services personnel to arrange provision of special foods or diets for inmates, as necessitated by inmates' health needs.

Prepares medications to be administered to inmates and supervises Correctional Officers to ensure proper distribution of medications to inmates; instructs Officers in administering medication to inmates; maintains inventory of various over-the- counter medications; picks up prescription medicines from the area pharmacy, as needed.

Responds to after-hours medical emergencies at the Facility, providing first aid and nursing care, as necessary, and contacting medical professionals for further assistance, as appropriate.

Administers overall health care plan for the Facility, instructing and advising Correctional Officers and other staff of established policies, procedures and standards; reviews health care plan annually, updating as necessary; ensures proper handling and disposal of medical waste in accordance with U.S. Occupational Safety and Health Administration rules and regulations.

Confers with facility supervisory personnel, medical professionals, inmates' legal counsel and others, as appropriate, in matters pertaining to individual inmates' physical and/or mental health status; advises facility supervisory personnel and others of need to transfer inmates to medical institutions, and arranges transportation through Emergency Medical Service Department, as necessary.

Performs other related work as required.

During emergencies, natural disasters, local state of emergencies, and emergency operations center activations, this position is considered essential and will be required to be present before, during, and after the events.

Qualifications and Education Requirements         

Must be a high school graduate.  Must be licensed as a Practical Nurse by the State of Florida.  Must be certified in I.V. fluid therapy.  Must possess a valid Florida driver's prior to employment.  Must be certified by the American Red Cross in fluid IV therapy.  Must have 1-2 years or experience as a Licensed Practical Nurse.

Knowledge, Skills, and Abilities

Knowledge of practical nursing techniques and the routine care and treatment of patients.

Knowledge of various types of drugs and medications, and their uses and effects.

Knowledge of the practices, procedures and methods for the disposal of medical wastes as prescribed by the U.S. occupational Safety and Health Administration.

Knowledge of sanitation, personal hygiene, basic health and safety practices.

Knowledge of ethical guidelines applicable to the position as outlined by professional standards and/or federal, state and local laws, rules and regulations.

Knowledge of the institutional care of prisoners.

Knowledge of record keeping practices and procedures.

Skill in preparing and administering medications.

Ability to observe patients' conditions and report conditions and changes accurately.

Ability to remain calm and function efficiently in emergency and stressful situations.

Ability to develop, implement and maintain overall health and hygiene programs applicable to an institutional setting.

Ability to instruct Corrections personnel in routine medical and hygiene programs and procedures.

Ability to understand, interpret, and follow oral and written instructions.

Ability to communicate effectively orally and in writing.

Ability to exercise considerable tact, courtesy and firmness in frequent contact with inmates, inmates' families, attorneys, and others, as necessary.

Ability to exercise discretion and confidentiality in handling inmates' medical records.

Ability to maintain readiness to work on a 24-hour, call-in basis.

Ability to establish and maintain effective working relationships as necessitated by work assignments.

Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, copiers, facsimile machines, stethoscopes, syringes, sutures, bandages, sponge packs, resuscitators, etc.  Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds frequently, and/or a negligible amount of force constantly to move objects.  Physical demand requirements are in excess of those for sedentary work.  Light Work usually requires walking or standing to a significant degree.  However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving assignments and/or directions from superiors.

Language Ability: Requires the ability to read correspondence, reports, logs, invoices, patient records, etc.  Requires the ability to prepare correspondence, forms, logs medical records, purchase orders, etc., using prescribed formats.  Requires the ability to speak to people with poise, voice control and confidence.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions.  Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including medical terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages and decimals; to interpret graphs; and to compute ratios and proportions.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using medical equipment.

Manual Dexterity: Requires the ability to handle a variety of items such as office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under stress and when confronted with emergency situations.

Physical Communications: Requires the ability to talk and hear. (Talking: expressing or exchanging ideas by means of spoken words.  Hearing: perceiving the nature of sounds by ear).  Must be able to communicate via telephone and two-way radio.
