There are two Limited Term positions available. This position will perform a wide variety of complex support and lead activities, will work on various special library facility and service projects as assigned, and work with a variety of library staff, consultants and city partners.
Depending on qualifications, this position can be filled as Associate Management Analyst ($45.70 - $57.12 hr.) or Management Analyst ($52.88 - $66.11 hr.).
San Mateo County Libraries has a number of new Library Projects that are in all phases of planning and construction. Additionally, funds have been approved to create makerspaces at library facilities and invest in new library services including library outposts and mobile vehicles. The successful candidate will support and manage Library Projects from conception to completion. In addition, this position would support goals to implement and focus on programs that address sustainable practices/policies and build and update libraries that include vibrant and welcoming spaces and create makerspaces that inspire exploration, creativity and collaboration.
NOTE: This is a Limited Term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.
Examples Of Duties
Duties may include, but are not limited to, the following:
  • Perform a wide variety of moderate to highly complex project management support activities.
  • Serve as the Project Manager for multiple Library Projects at one time.
  • Oversee the organization, scheduling, and implementation of projects.
  • Prepare contracts, negotiate revisions, changes, and additions to agreements.
  • Manage project budget development and monitoring.
  • Document and track project deliverables and milestones.
  • Daily review and updating of project schedules.
  • Coordinate with architects, construction contractors, and organization stakeholders.
  • Inspect and review projects to ensure compliance with contract documents and budget.
  • Manager all customer and partner relationships.
  • Visit each project as needed through its life cycle.
  • Mange invoice submission.
  • Provide technical assistance and consultation to department staff and library partners.
  • Perform research and/or data gathering activities, analyze and interpret collected data, and prepare periodic or special reports and/or recommendations .
  • Facilitate various group discussions regarding policy and procedure development.
  • Supervise staff and consultants as assigned.

Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.
An ideal candidate will have possession of a Bachelor's or Master's degree in Business, Public Administration, Information Science, Finance, or related field and three years of professional experience in program management, contracting and budgeting.

Knowledge of:
  • Basic principles and practices of local government administration and organization.
  • Minimum of 3 years of Project Management experience Principles and practices of Project Management.
  • Principles of financial administration, including public budgeting and reporting.
  • Principles and practices of contract development, negotiation, and monitoring, including budgeting and financial record keeping.
  • Applicable federal, state, and local laws, rules, and regulations.
  • Computer applications related to the assigned work and office administrative practices and procedures.
  • Research and analysis techniques as well as report and presentation techniques related to assigned work areas.
  • Community engagement practices and experience assessing project/program impact and community needs.
  • Basic gantt chart scheduling.

Skill/Ability to:
  • Excellent organization skills and ability to prioritize and execute work to meet critical deadlines.
  • Develop, monitor, and analyze budgets and coordination of multiple types of resources (staff, technologies, funding, etc.).
  • Build relationships across the organization and work collaboratively with others, including ability to collaborate with staff, consultants, vendors and partners.
  • Communicate clearly and succinctly with strong writing and verbal skills.
  • Analyze, interpret, and apply various regulations and requirements to all assigned work areas.
  • Develop, collect, monitor, and analyze measures for project evaluation to drive improvement.
  • Be a self-starter and work through problems and challenges independently.
  • Manage multiple projects and decision-makers simultaneously in a deadline driven environment.
  • Conduct research independently and present findings and recommendations.
  • Experienced in contract administration and working with vendors and consultants.
  • Quickly learn new software systems and train others in the use of the systems.
  • Communicate inclusively, with cultural sensitivity and be approachable in verbal, written, and non-verbal communications.
  • Possess a growth mindset and be courageous in trying new strategies, taking risks and continuously learning.
