Position Description
Los Angeles Superior Court is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 36 facilities within the Court's 12 judicial districts and are supported by 5,000 full-time Court employees. The Court has an annual budget of over $1 billion. Located in Southern California, Los Angeles County is geographically one of the nation's largest counties, covering 4,752 square miles and, with over 10,400,000 residents, is also one of its most populous counties.
ABOUT THE POSITION:
The Legislative Analyst serves the Court by performing complex research, analysis and interpretation of state, county, municipal and judicial branch-level policy and proposed policy changes. In this work, the Legislative Analyst investigates, identifies and communicates implications of proposed policy changes on the Court's operations, finances, systems and processes and formulates recommendations for Court leadership. The Legislative Analyst also interacts with elected officials and their staff on behalf of the Court, identifying resolutions to constituent issues and answering questions or providing general information relating to court programs and policies. The Legislative Analyst also assists in planning and executing events and briefings relating to the objectives and goals of the Court's Legislative Affairs Division.
The Legislative Analyst acts with a degree of independence and is required to exercise sound professional judgment, as well as possess a thorough knowledge of various policy analysis methods to provide professional recommendations. Work is often assigned on a project basis, and usually culminates in conclusions and/or recommendations communicated in a variety of formats, such as policies, procedures, guidelines, memoranda, reports, papers, presentations, charts, diagrams or spreadsheets. Positions in this class require skill in interacting with all levels of management, judicial officers and external stakeholders to obtain information, often of a sensitive and confidential nature, necessary to complete assigned projects and responsibilities. The Legislative Analyst is distinguished from the Senior Legislative Analyst in that the latter performs a review more complex and/or sensitive work regarding analysis and coordination of legislative advocacy strategies at the state level, with results having a greater impact on the Court.

MINIMUM REQUIREMENTS:
To qualify, you must meet one of the following requirements at the time of application:
OPTION I: Graduation from an accredited four-year college or university with a major in public administration, public policy, business administration, administration of justice, political science or other closely-related field-AND- one (1) year of recent responsible experience defining, researching, analyzing management problems, and issues, and making recommendations for their solution..
OPTION II: A Master's Degree in public administration, public policy, business administration, administration of justice, political science or other closely-related field
OPTION III: Five (5) years of recent responsible experience defining, researching, analyzing management problems, and issues, and making recommendations for their solution.

DESIRABLE QUALIFICATIONS:
The ideal candidate will possess the following desirable qualifications:
  • Experience performing analysis and making recommendations regarding complex policy.
  • Experience in a public/government agency.
  • Demonstrated experience working with high-ranking elected officials and their staff.
  • Excellent planning and organizational skills, including project management and facilitation.
  • Strong analytical, problem solving and organizational skills.
  • Excellent oral and presentation skills.
  • Proficient professional and technical writing skills.
  • Knowledge of Superior Court of California organization, programs, assignments, customer service, policies, goals, and objectives.
  • Familiarity with local and state political structures and priorities.

Flexible Spending Accounts

Annual Leave - Instead of traditional sick and vacation leave, employees earn 10 days of annual leave per year and may buy up to 20 additional days of annual leave.
