Job description

Under the direct supervision of the Legislative Director and Deputy Legislative Director in the Office of Legislative Affairs (OLA), the Air Pollution Specialist (APS) will apply scientific methods and principles to perform a variety of legislative tasks that relate to the analysis of legislation as well as the advocacy of CARB’s programs. The APS will develop new legislative strategies to address emerging, as well as continuing, legislative-related issues associated with incentive programs and budget change proposals. Serves as a subject matter expert for OLA-led aspects of the budget process, including budget hearings and inquires from the Legislature. The position coordinates with outside agencies, as well as industry and other stakeholders. The APS has a strong scientific understanding of the State's programs and practices that seek to reduce emissions and is able to communicate complex scientific information through written and verbal products to a variety of audiences, including: legislative staff, CARB's Chair, the Secretary of CalEPA, and the Governor's Office.

Working Conditions

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Daily use of a personal computer, office equipment, and/or telephone.

Pay: $5,633.00 - $10,903.00 per month
