Work Unit:
The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, the enforcement of those obligations and connection to resources to assist parents in overcoming any barriers that are impeding their ability to pay child support. To do this, DCSS collaboratively provides case management tools, policy, performance, and operational assistance, and ongoing training to support counties in delivering the child support services program.The program operates in all counties in Colorado and is administered locally by the county departments of human/social services. The Division supervises county departments of human/social services in the administration of the program and is responsible for assuring that all counties comply with the terms of their county policies and are in compliance with all federal and state statutes and regulations. Division staff write state level policies and rules; train county staff on policies, procedures and effective case management skills; provide technical assistance to counties on automated systems issues and ongoing implementation; work with the General Assembly on legislative and fiscal initiatives affecting program operations; report to federal government on federal program implementation; monitor county performance in their implementation of the program; and allocate federal incentive dollars to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government. The Division also works closely with other Divisions and Offices within the Department, other state agencies, the General Assembly, the Governor's Office and community partner organizations in the implementation of the program.

This position, in collaboration with the Division's Training and Staff Development Coordinator, administers all aspects of DCSS's Learning Management System (LMS), as well as all Training Evaluation activities pertaining to the child support services program. This function includes deciding how and where content is stored, what types of reports are beneficial, extrapolates performance data, and recommends to management what direction to take with training based on the data that is extracted.
The Learning Management & Training Evaluation Specialist...
- is responsible for LMS training and technical assistance for internal and external users for the child support services program.
- troubleshoots complex issues related to the LMS and works with the CDHS LMS Administrator, State OIT personnel, and the software vendor for resolution.
- works with content experts to test, post, and maintain self-directed web-based training, and other instructor-led training using authoring software.
- interprets the relevance of professional research, evaluation, and data analysis theory, concepts, and principles to specific circumstances to determine approaches to accomplishing DCSS's work, and to determine whether DCSS training is accomplishing its specific training objectives.
- holds a unique level of technical expertise to independently design, implement, and interpret research and evaluation projects intended to assess the value and effectiveness of DCSS training and its impact on program efficiency and effectiveness.
Minimum Qualifications
Six years of experience in the Child Support Services programOR
Bachelor's degree from an accredited institution in Business or Public Administration, Education, Human Services, Social Work, Organizational Psychology or other closely related field and two years of experience in the Child Support Services program
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis.
A Master's or Doctorate Degree in the specific areas will substitute for the required experience on a year for year basis.
- Knowledge of the Colorado Child Support Services program. Child support knowledge is crucial to the success of the position
- Experience utilizing the Cornerstone Learning Management System (LMS) for the purposes of training management, or other similar LMS
- Diverse experience with a variety of Training Evaluation modes and methodologies
- Strong analytical and planning skills in order to assess and evaluate training needs, including experience setting performance metrics
- Excellent interpersonal skills
- Excellent written and oral communication skills

- This position may be required to travel as needed for offsite meetings, conferences and training.
- Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
