Under the general supervision of higher level staff, this position provides lead direction to assigned staff; assigns, coordinates, and performs a wide variety of skilled inspection, diagnosis, repair, service, and maintenance of electrical and mechanical equipment, machinery and related apparatus in the City's Water/Wastewater systems; and performs other related duties as assigned.
Examples of Duties
Duties may include, but are not limited to the following:
  • Leads, trains and coordinates the work of assigned staff.
  • Performs or oversees the inspection and maintenance of water and wastewater treatment and collection pumps, electric motors, electrical panels, and drive systems; removes, repairs, rebuilds, troubleshoots, tests and installs a wide variety of electrical and mechanical equipment.
  • Performs or oversees the inspection and maintenance of a wide variety of Water/Wastewater system components and specialized equipment used in Water/Wastewater treatment distribution systems.
  • Replaces and adjusts chains, chain idlers and gears, wiper blades, drive belts, conveyor belts and pulleys; replaces mechanical seals, packing and belts on pumps and gear boxes; repairs, replaces and maintains fans, compressors, boosters, scrubbers, filters and flame arrestors; and maintains and repairs natural and methane gas-fired boiler/heat exchangers.
  • Repairs dikes and weir boxes; cleans storage tanks and plant equipment; cleans, steam cleans and sandblasts equipment; changes oil in equipment and gear boxes; lubricates and greases bearings, gears, chains, seals and couplings.
  • Performs concrete work in designing and repairing Water/Wastewater equipment and machinery; cleans, sands, removes rust, prepares for paint and paints pipes, valves, pumps, motors and various other pieces of equipment and structures.
  • Creates preventive maintenance schedule; performs or oversees regularly scheduled preventative maintenance; utilizes plant maintenance software applications; prepares written records of work performed, work orders, and other related records and logs.
  • Participates in the maintenance of the Water/Wastewater treatment plants, wastewater lift stations, water pump stations, and the water storage and distribution system.
  • Assists in design and construction of electrical systems for equipment replacement, upgrades or retrofit.
  • Assists with maintenance of fluoridation and disinfection equipment.
  • Assists in design, construction and retrofit of Water/Wastewater facilities equipment.
  • Maintains hazardous waste storage facility and proper disposal.
  • Performs all other related duties as assigned.

Typical Qualifications and Requirements
Experience and Training:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from high school, and at least four (4) years progressive experience related to the inspection, diagnosis, repair, and maintenance of electrical and/or mechanical equipment, including functional and technical supervision.

Knowledge of: principles, methods, techniques and materials of installation, maintenance and repair of related electrical equipment; principles, methods, techniques and materials of the installation, maintenance, and repair of related mechanical equipment; the functioning of pumps and pumping related mechanical systems, generators, and small motors; oils and greases; principles and practices of carpentry work; principles and techniques of troubleshooting and diagnosing mechanical, hydraulic and electrical problems; principles and practices of technical and functional supervision and training; principles, methods, techniques and materials of related metal fabrication; principles, methods, and techniques of cement activities; safe working practices and techniques; hand and power tools and equipment used in related mechanical, electrical, welding, and cement activities; principles and procedures of record keeping and reporting; basic computer skills; techniques for dealing effectively with those contacted in the course of work, both in person and on the telephone.
Ability to: perform carpentry, plumbing, pipe fitting, and electrical work; troubleshoot mechanical, hydraulic, and/or electrical problems; rebuild pumps, compressors, blowers, and related equipment; read and interpret building plans, schematics, blueprints; manuals, etc.; diagnose and repair mechanical and electrical equipment; operate equipment such as brush mower, backhoe, loader, and forklift; weld and perform related metal fabrication techniques; perform related concrete work, including designing and building forms and lays and performing finishing duties; communicate effectively, both orally and in writing; maintain accurate written records of work performed; and establish and maintain effective working relationships with those contacted in the course of work.

Other Requirements:
  • Possess a valid California Class C Driver's License.
  • Obtain a valid Grade I (or higher) CWEA Plant Maintenance Technologist Certificate within eighteen (18) months of employment.
  • Other certificates or licenses specific to functional area of assignment may be required.

  • Willing and available to work nights, weekends, on-call, and overtime as necessary.
Physical Requirements:
Must be able to perform the physical aspects of the job, including working in or under cramped spaces and/or confined spaces; climbing ladders; working on structures up to 40 feet; lifting or carrying up to 50 lbs.; lifting and carrying, with assistance, up to 150 lbs.; standing or performing heavy physical labor on a sustained basis; working outside in all weather conditions; working around a wide variety of hazardous and toxic materials, including chlorine, sulfur dioxide, methane, fluoride, and raw sewage; wearing a respirator, as warranted by conditions and tasks.

Retirement:
CalPERS Program:
  • 2% @ 55 for "CLASSIC" members. Currently, employees pay 8% (7% member rate and 1% of employer rate).**
  • 2% @ 62 for "NEW" members. Currently, employees pay 7.75% member rate (subject to actuary change annually).
**For vacancies filled by a current City of Arcata employee who is already a CalPERS member, the employee will remain at his/her current CalPERS formula. For existing employees who are 2.7% @ 55 members: currently employees pay 9% (8% member rate and 1% of employer rate).
Medical:
The City currently pays the majority of the premium for employee and family for medical, dental, and vision. The current monthly employee contribution for employee + 2 or more is $537.00 for medical for the Anthem Blue Cross EPO 250 Plan OR $399.20 for the Anthem Blue Cross EPO 500 Plan; Contributions are lower for employee only and employee +1. The employee/dependent contribution is fully paid by the City for dental (Delta); and vision (VSP) coverage. City offers $300/mo. health insurance opt out option. Enrollment in medical benefits includes Cal-Ore Life Flight membership.
Note: There are specific requirements for continuing these medical coverages as a retiree.
Vacation:
Accrues at 8 hours per month upon employment and increases with time in service.
Sick Leave:
Accrues at 8 hours per month with no limit. 48 hours of Family Illness Leave are also allowed per year and are deducted from employee's accrued Sick Leave. This is not accruable.
Family Illness/Bereavement Leave:
An employee may be granted up to 48 hours per year family illness/bereavement leave with pay. This is not accruable.
Holidays:
The City provides 12 fixed holidays per year, in addition to 32 hours floating holidays.
Life Insurance:
The City pays the premium on a $50,000 term life insurance policy for eligible employees.
Longevity Pay:
Employee receives an additional 3% of base pay after 10 years of continuous service; an additional 3% after 15 years; and an additional 3% after 20 years.
Deferred Compensation:
Two 457 Deferred Compensation plans available, with City contribution of $30/month upon employment and increases with time in service.
Other Benefits:
Other benefits include City-paid membership in an Employee Assistance Program (EAP) for the employee and eligible dependents; an education and training reimbursement program; optional participation in supplemental health coverages through AFLAC; optional participation in pre-tax Unreimbursed Medical and Dependent Care Assistance programs; optional participation in Cal-Ore Life Flight (for those not electing medical coverage); Tobacco Cessation and Adoption incentive plans; and free bus service on all routes operated by Humboldt Transit Authority (HTA) for employee and immediate family members.

This position requires the mechanical ability to maintain, repair and operate a variety of water and wastewater system equipment. Please describe your experience and training which demonstrates mechanical ability in performing a wide variety of diagnostic tests and trouble-shooting on mechanical equipment and machinery as well as performing mechanical maintenance and major repair work on pumps, motors and generators including hydraulic and electrical wiring, welding, basic carpentry and plumbing.
