Description
Our ideal candidate is a highly experienced and skilled Software Engineer who can lead the design and development of complex IT applications for the Employment Security Department (ESD).They have a strong background in service-oriented architecture, C#, ASP.NET, MVC, JavaScript, .NET Core, T-SQL, and other relevant technologies. They are proficient in using various software development tools and platforms, such as Team Foundation Server, Azure DevOps, and Git.
This candidate is familiar with system security testing and compliance standards, as well as agile processes and methodologies. They are a leader who can mentor and coach junior developers, coordinate and collaborate with other IT teams and agencies, and translate customer requirements into technical solutions.
This candidate has excellent communication and interpersonal skills, as well as problem-solving and critical thinking abilities. They are committed to the mission of ESD and the One Washington initiative, which aims to integrate and modernize the state's financial systems.
Duties
The Lead Software Engineer plays a key role that drives the architecture, design, development, and maintenance of software applications. This role is central to the ESD's One Washington initiative, which aims to integrate and modernize the state's financial systems.
The candidate is expected to have a strong command of service-oriented design and development, and be proficient in technologies such as C#, ASP.NET, MVC, JavaScript, .NET Core, and T-SQL. This role requires the ability to translate customer requirements into technical solutions, conduct root cause analysis, and resolve production issues. This role also plays a key role in mentoring junior developers and collaborating with other IT teams and agencies.
Some of your duties may include:
•Design and implement core interfaces with enterprise systems (e.g. Workday) using agency supported technologies and standards.
•Lead the analysis, design, and development of complex technical solutions for customers and coach and mentor junior staff.
•Modify and maintain applications to include database, application utilities, reporting, system interfaces, and responsive user interfaces.
•Perform automated unit tests, system performance testing, and load testing to ensure the code is functioning as designed and report and track test results.
•Create and maintain technical documentation for research and reference for multiple audiences, such as executives, stakeholders, and engineers.
•Lead the communication and assign responsibility for remediation tasks and provide production support by researching and troubleshooting issues and fixing reported application/system defects.
•Collaborate with agency and state architectural teams as an expert in the system and lead technical efforts, coordinating work for other software developers.
•Translate software requirements into a technical solution and define the scope and schedule for estimation of project.
•Track progress of assigned work tasks and application backlogs and communicate with stakeholders to understand, document, and make recommendations about business processes and requirements.
Qualifications
•Bachelor's degree in Computer Science or closely related field and seven plus (7+) years of IT experience developing systems using service-oriented design and development using C#, ASP.NET, MVC, JavaScript, .NET Core and T-SQL.
OR
•Associate degree in Computer Science, or closely related field and nine plus (9+) years of IT experience developing systems using service-oriented design and development using C#, ASP.NET, MVC, JavaScript, .NET Core and T-SQL.
OR
•Eleven (11) years of demonstrated IT experience.
AND
•Experience performing full application life cycle activities of the standard Application Life Cycle Methodology (Scrum, Kanban, Waterfall, etc.).
•Experience performing testing as part of the Software Development Life Cycle (SDLC).
•Experience in software management and work item management using Azure DevOps, and Git.
•Knowledge of facilitation and coaching techniques.
•IT project management skills.
*A Master's degree or above will substitute for one (1) year of required experience.
Desirable/Preferred Education, Experience or Certifications:
•Demonstrated skills in Entity Framework, HTML5, SSIS, SSRS, and Linq.
Additional Requirement of Employment:

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
