The Lead Risk Assessor conducts LEAD RISK assessments and lead clearances in a variety of settings to meet the objectives in primary and secondary prevention of lead poisoning and adheres to program policies and procedures by collecting samples, performing evaluations, documenting findings and identifying lead hazards in a clear, concise, and legible manner. The Lead Risk Assessor will be required to obtain and maintain an Illinois Lead Risk Assessor license no later than six months after the start date of employment. The Lead Risk Assessor is also responsible for working with clients to ensure mitigation of lead hazards is completed by providing technical assistance to homeowners or their contractors or by coordinating and monitoring work completed through a Cook County Department of Public Health (CCDPH) grant program

The grant will expire on December 31, 2026 with the potential to be renewed.


Typical Duties

  • Performs environmental LEAD RISK assessments in residential property units using an XRF Lead Paint analyzer to detect the presence of lead in paint. Collects samples of paint, soil and water for analysis as required for assigned cases or target areas of known or suspected lead poisoning.
  • Completes all documentation related to the LEAD RISK assessment in accordance with federal, state, and local regulations pertaining to lead-based paint. Prepares and submits inspection/investigative reports and statistical records for review by supervisory and/or administrative personnel.
  • Prepares mitigation notices/orders and letters to notify property owners of lead hazards.
  • Provides guidance to property owners regarding actions necessary to abate/mitigate existing lead hazards, including assisting with and approving client completion of mitigation plans.
  • Ensures lead hazards are properly mitigated. Monitors cases to encourage compliance. Performs clearances for properties after mitigation/abatement is complete. Documents clearance results and sends notice to unit owners and residents.
  • Partners with Public Health Nursing staff to ensure that families with lead-exposed children get information, education services, and abatement assistance as needed.
  • Serves as liaison with general contractor and licensed lead abatement contractors for units enrolled in the Cook County Lead Poisoning Prevention Grant program. Approves unit scopes of work and ensures that abatement contractors submit all documentation (plans, protection plans, proof of permit, etc.).
  • Attends walk through meeting with unit owner, general contractor, and lead abatement contractor, and makes visits to the unit during the abatement process.
  • Participates in enforcement actions, including providing testimony during hearings for non-compliant property owners on behalf of CCDPH.
  • Notifies supervisor of situations that warrant higher-level intervention or enforcement action.
  • Assists as assigned in health education initiatives, including educational workshops for contractors and property owners.
  • Performs other duties as assigned.


Minimum Qualifications

  • High School Diploma or GED equivalent
  • Three (3) years of experience in building construction, building/housing inspection, building renovation, environmental remediation, or related field
  • Must be able to obtain and maintain an active Illinois Lead Risk Assessor license within six (6) months of starting employment
  • Position requires moderate to heavy local travel for which the employee must possess a valid driver’s license and insured vehicle or otherwise provide an acceptable and reliable means of transportation.

Knowledge, Skills, Abilities and other Characteristics

  • Thorough knowledge of state statutes and local ordinances concerning public health standards and regulations.
  • Knowledge of building construction, building codes, and home maintenance.
  • Knowledge in the use of Microsoft Office Word and Excel
  • Demonstrate ability to handle self well and display professional demeanor when dealing with the general public
  • Ability to prepare reports that are clear, accurate and timely.
