Keeping Washington Clean and Evergreen
The Air Quality Program (AQP)within the Department of Ecology is looking to fill a Lead PSD Permit Engineer (Environmental Engineer 5) position. This position is located in our Headquarters Office inLacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As the Lead PSD Permit Engineer, you will provide a variety of modeling, emissions inventory and related analytical services to the Air Quality Program (AQP). You will lead the Prevention of Significant Deterioration (PSD) permitting activities for the agency and work to ensure that permits are issued in a timely manner, and in accordance with federal and state statutes and regulations. You’ll also provide program-wide leadership in project management, communication, training and mentoring responsibilities.

Duties
You’ll work with a variety of parties as the Lead PSD Permit Engineer, including Permit Engineers, compliance staff, and technical and planning staff across the Air Quality Program. You’ll be leading a permitting team that evaluates complex Prevention of Significant Deterioration (PSD)emission applications and develops draft and final permits of PSD projects. These evaluations involve engineering designs, specifications and emission control equipment. In this role, you’ll also lead a team of Permit Engineers, coordinating work assignments and providing guidance and training to engineers and managers.
What you will do:
- Lead the PSD permitting services for the program and serve as the point of contact for PSD permitting.
- Ensure consistency in final PSD permits and in the level of review of PSD permit applications.
- Provide mentoring to PSD team members.
- Prepare PSD guidance and ensure that PSD web pages are kept current.
- Remain current and identify emerging regulatory implications of new federal rules and evaluating appropriate course of action.
- Provide PSD permitting for the agency by reviewing complex New Source Review (NSR)/PSD applications to determine compliance with requirements.
- Meet with industry representatives to discuss requirements of NSR/PSD permits.
- Ensure project modeling meets all state and federal ambient air quality standards.
- Negotiate permit conditions with industry, state, federal and local agencies.
- Research and interpret EPA guidance.

Qualifications
Required Qualifications
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Option 1:
- An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: civil, geotechnical, environmental, chemical, mechanical or related field.
- Five years of experience in Environmental Engineering, including at least four years of experience in writing New Source Review air quality permits.
- Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.
Option 2:
- A Master's degree with major study in one of the following engineering fields: civil, geotechnical, environmental, chemical, mechanical, or related field.
- Four years of experience in Environmental Engineering, including at least four years of experience in writing New Source Review air quality permits.
- Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.
Option 3:
- A Ph.D. with study in one of the following engineering fields: civil, geotechnical, environmental, chemical, mechanical or related field.
- Three years of experience in Environmental Engineering, including at least two years of experience in writing New Source Review air quality permits.
- Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.
Special Requirements/Conditions of Employment:
- Must possess and maintain a valid driver’s license.
- Registration within six months of hire as a professional engineer in Washington State.
Desired Qualifications:

- At least 1 year experience writing PSD permits and a thorough knowledge of PSD permitting regulations and guidance.
- Knowledge of Washington State air pollution control law and regulations, including RCW 70.94.152, WAC 173-400, WAC 173-401 and WAC 173-460.
- Knowledge of State Implementation Plan (SIP) procedures and requirements and experience with nonattainment permitting.
- Ability to understand and run air dispersion models.
