Keeping Washington Clean and Evergreen

The Water Quality programwithin the Department of Ecology is looking to fill anIndustrial Wastewater Permit Manager (Environmental Engineer 2)(In-Training) position.

This position is located in our Northwest Region Office (NWRO) inShoreline, WA.

Upon hire, you must live within a commutable distance from the duty station.

Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to its location in Shoreline, WA in King County.
In this position you will help protect and restore Puget Sound water quality. You will develop and oversee National Pollutant Discharge Elimination System (NPDES) and/or State Waste Discharge permits to ensure that wastewater from industrial and commercial activities is managed to protect and restore water quality. This position works with engineers, environmental specialists and scientists within the Ecology Water Quality Program, as well as other Ecology programs and agencies. You will work closely with licensed professional engineers to review engineering reports for process wastewater treatment processes, including but not limited to stormwater treatment.
Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Engineering field and achieve the goal class of an Environmental Engineer Two. Candidates will be considered at the College Career Graduate, Environmental Engineer One and theEnvironmental Engineer Two levels, depending on their qualifications. What makes this role unique?

This position has an important role in regulating Industrial Wastewater discharges to surface waters and ground water in the most populous region of Washington State. Regulated industries include maritime, aerospace, food processing, groundwater remediation, recycling and manufacturing. Challenges in this position will include evaluating contaminants of emerging concern, applying narrative permit limits, and addressing water quality impairments through permit conditions. You will use your knowledge of engineering principles and water quality data, your strong writing and communication skills, and your desire to learn new things to develop and oversee water quality discharge permits that protect and restore water quality.
As an Industrial Wastewater Permit manager, you will:
  • Develop wastewater discharge permits under state and federal regulations for Industrial Wastewater dischargers.
  • Under the guidance of a licensed engineer, review engineering reports, All Known, Available, and Reasonable (AKART) evaluations, Operations and maintenance plans, and treatment system operating plans.
  • Apply currently accepted engineering standards, laws, regulations, and agency guidelines and procedures to document reviews and permit development.
  • Conduct permit compliance inspections, prepare inspection reports and assist the compliance officer in assessing compliance and developing enforcement actions.
  • Research engineering technologies necessary to achieve effluent limits for industrial facilities.
  • Prepare and deliver engineering oriented presentations to professional groups and/or the public regarding permitted facilities and permit requirements.

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.


At the College Career Level Graduate: Salary Range: 49 ($4,382-$5,895 Monthly)
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.


At the Environmental Engineer level 1: Salary Range: 56 ($5,216-$7,009 Monthly)

Option One:

An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields, sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
AND
One year of Environmental Engineering experience

Option Two:

A Master's degree with major study in one of the following engineering fields, sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field
At the Environmental Engineer 2 level (goal class): Salary Range: 61 ($5,895-$7,929 Monthly)

Option One:

An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
AND
Two years of Environmental Engineering experience.

Option Two:

A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
AND
One year of experience in Environmental Engineering.


Special Requirements/Conditions of Employment:
  • Must possess and maintain a valid driver's license.

Desired Qualifications:

  • Experience or training in developing and/or implementing NPDES permits.
  • Experience or training in water quality monitoring and data analysis.
  • Experience in inspecting or managing facilities covered under NPDES permits.
