NATO Lead Instructional Designer 

 

Worldwide Counter Threat Solutions (WCTS), an award-winning contracting firm, recruiting for an exceptionally highly qualified Lead Instructional Designer to support the Allied Command Transformation (ACT), NATO’s leading agent for change: driving, facilitating, and advocating the continuous improvement of Alliance capabilities.   

 

This position is contingent upon contract award. 

 

Location: HQ SACT, Norfolk VA USA 

Period of Performance: 5 years 

Travel: Periodic 

Expected Start Date: Spring 2024 

 

Overview: 

The incumbent will provide support for Learning Technologies e-Learning Course Development. 

 

Duties and Responsibilities:  

  

  • Conduct a Training Needs Analysis (TNA) to pinpoint learning gaps and requirements. 

  • Define clear and measurable learning objectives based on the identified needs, ensuring alignment with the course's overall goals. 

  • Design a comprehensive course structure, including the layout of modules, lessons, and assessments, ensuring a logical flow of content. 

  • Gather material from Subject Matter Experts (SMEs), and then transform it into a module using a storyboard format or implement another rapid development strategy. 

  • Select and implement diverse instructional strategies that cater to various learning styles, ensuring an engaging and effective learning experience. 

  • Design and implement pre-assessments, formative assessments, and summative assessments to gauge learner progress and the effectiveness of the course. 

  • Establish a robust feedback mechanism. Use the collected feedback for the continuous refinement and improvement of course content and delivery methods. 

  • Engage directly with clients, SMEs, and other team members, ensuring timely communication and adherence to project timelines and deliverables. 

  • Offer Instructional System Design (ISD) assistance and ensure quality for NATO course providers. Ensure compliance with NATO's standards and requirements. 

  • Facilitate training sessions on ISD. 

  • Implement a comprehensive evaluation process to measure the course's overall impact and effectiveness. 

  • Engage with clients. Participate in strategy sessions, conferences, and workshops as mandated by the Section Head of Learning Technology. Monitor and document course development milestones to ensure alignment with objectives. 

  • Support the development of new online e- Learning courses for NATO standards and style. These courses will be e-Learning level two to level three of complexity, defined as (level two) informative with some user interaction to (level three) interactive with rich media, animation, and scenarios. 

  • Facilitate updates and migration of existing e-Learning courses into modern standards and styles used by NATO.  

 

 

Essential Qualifications 

  • A minimum of 5 years’ recent experience (within last 7 years) working with Advance Distributed Learning (and e-Learning) development.  

  • A minimum of 7 years’ experience in the education and training profession working in the creation of training modules.  

  • Experience communicating effectively with customers and clearly presenting instructional system design approaches to course development.  

  • Experience in the use of Learning Management System Software.  

  • Knowledge of SCORM standards and the demonstrated ability to design in its structure.  

  • Provide a portfolio with examples of screen shots or story boards from at least three courses that were developed as an ISD.  

  • MS/MA Degree (completed or in progress) in Education and Training Development or related programs. Programs and SME areas may include learning theory, educational psychology, instructional design, and education evaluation.  

  • Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading, and Writing) or equivalent.  

  • NATO SECRET security clearance or a different active SECRET security clearance issued by another national authority.
