Lead Human Resources Business Partner

KBR's Science and Space division is seeking a Lead Human Resources Professional to support our Technical Support Services Contract (TSSC) at the United States Geological Survey (USGS) Earth Resources Observation & Science (EROS) Center (http://eros.usgs.gov/) near Sioux Falls, SD (http://www.siouxfalls.org).
WORK LOCATION:
This position assignment is onsite to USGS EROS Data Center and supports a hybrid schedule local to Sioux Falls, SD and the EROS Center.
RESPONSIBILITIES:
The Sioux Falls, SD, KBR team is in search of an experienced Senior HR Generalist to support the administration of Human Resources programs, policies, processes and procedures designed to attract, retain and reward employees for our KBR Sioux Falls TSSC and other assigned SD Programs, in alignment with our overall program strategy.
This position will be responsible for applying business knowledge and Human Resources expertise for the general administration and operations support required. Additionally, staff will assist in providing a wide range of HR support and guidance to the TSSC Management team and program employees.
The successful candidate will play a key role in the organization providing guidance on the full life cycle of HR Administration and Staffing with best practices while facilitating a positive relationship between personnel and senior management. As part of a Senior HR Leadership team, they will support and action direction to KBR team personnel within the KBR TSS/SD teams, and our subcontractor Partner Teams.
This position is part of the program Senior Staff, regularly interfacing directly with our agency customer representatives.
The role will ideally suit an individual who has already obtained a reasonable level of "all-around" HR Generalist and relevant professional business experience. Must be self-motivated and be able to work in a fast moving, demanding environment. This position would suit applicants who have had previous experience in a large commercial, government services business or major Project with structured HR/Business Administration processes and policies.
Overall Roles and Responsibilities
Human Resources Administration and Operations: To provide high-quality customer service and support to program employees, management, and agency staff for the program(s).
  • Implement and administer employment policies for effective support of strategic Company and Program Management objectives. Compliance and maintenance of the KBR standards, requirements and procedures for contract-wide Human Resources activities for associated workforce.
  • Provide guidance regarding the interpretation and application of Human Resources policies and procedures whilst keeping abreast of current employment law compliance/concerns.
  • Support TSSC Program S&S HR, and KBR HR teams toward implementing improvements for the employee experience from staffing and onboarding through the employment life cycle. Support to the Program Management and Business Management teams where noted for HR administrative and operational requirements.
  • Day-to-day administration of the HRIS functions, including required documentation and workflows on the required schedules. Inclusive of both company and contract database/Info systems. Ensure that all records relating to engagement and pay matters are processed correctly and retained for internal audit and compliance purposes.
  • Support worker diversity and anti-discrimination policies across all HR areas, including KBR I&D requirements and objectives.
  • Support to the employee performance expectations and corrective action process working with Senior HR and the applicable staff Management team(s) where required.
  • Support to the initiation and ongoing processing of US Work Visa requirements.
  • Oversight of the DOI Agency security credentialing support and tracking, with the HR Administrator.
  • Gain familiarity with the TSSC Program Labor requirements and cost management requirements and compliance.

Staffing and Security Systems Support: Support to the Lead Recruiting team for staffing activity including;
  • Supporting Division/Hiring managers with staffing requirements to support proactive recruiting activity
  • Support to the continuous development of the external staffing resources, including college/university recruitment. Maintain ongoing relationships with employment agencies to ensure the qualified candidate resources, as applicable.

Applicable Skills and Experience
  • Experience in HR policies and procedures, with an understanding of HR best practices, current regulations and compliance. Additional experience in staffing processes and tools for relevancy.
  • Experience in Business Administration disciplines, including Government contracting.
  • Working knowledge and familiarity of hiring processes, including resource management, documentation and regulations/compliance requirements.
  • Excellent interpersonal skills - possess the ability to build rapport quickly with HR team members and key stakeholders within the business. Customer-focused attitude, with high level of professionalism and discretion is a requirement of the position.
  • Additional desired skills of solution-oriented skills and judgment, mature and professional communication skills, (both verbal and written) to the program audience of Management teams, employees and external agency customer representatives. Proactive and self-motivated approach with an attention to detail and the ability to work under pressure when required for surge support.
  • Willingness to lead work teams across the organization.
  • Fluent and applicable IT skills- including MS Office suites, HR Information Systems and HR Management tools such as Workday, SharePoint.

REQUIRED EDUCATION/EXPERIENCE:
  • US Government credentialing: Candidates must meet the requirements listed below to be considered for this position. A mandatory three years of continuous residency in the US is required for the credential initiation. This position requires obtaining and maintenance of a national agency check and background investigation after hire to obtain credentials for facility access and user accounts.
  • Education: BA/BS in Human Resources or relevant area of study
  • Years of Experience: Must have minimum 7+ years recent and related work experience. Additional experience and/or education may be credited to meet the overall position requirements.

PREFERRED EDUCATION/EXPERIENCE:
  • Experience with Government Agency contracts is a plus; and/or experience with Government Security processes.
