Job description

The Fiscal Policy and Process Improvement Team includes a Fee Administration and Analysis Section that provides comprehensive fee and revenue forecasting services. This dynamic team is responsible for monitoring and tracking DTSC fees, overseeing the collection and administration of fees, and developing and implementing customized fee forecasting models. As a Research Data Specialist II you will have the opportunity to:

  • Research, develop, and implement methodologies for monthly, quarterly, and annual revenue forecasts for various funding sources using qualitative, quantitative, and data-driven statistical analysis
  • Extract data from databases, templates, spreadsheets, and other data sources to conduct statistical analyses of hazardous waste data (e.g., generators, disposal, transportation) statewide using SQL, Excel, and other tools
  • Research and design complex forecasting models with the extracted hazardous waste data to provide more accurate revenue trend analyses
  • Analyze complex billing data, labor reports, and other costs incurred by the Department in overseeing and conducting response actions (including corrective action) for potential cost recovery impacting multiple funds, as well as cost recovery revenues, settlements, and reimbursements
  • Evaluate departmental processes and methodologies using quantitative and qualitative data-driven statistical analysis to develop reliable cost recovery revenue and reimbursement projections and strategies for improving collection rates
Desirable Qualifications We Look For:
  • Experience with accrual-based accounting
  • Experience with data automation and data visualization
  • Experience with forecasting and statistical analysis (ex. time series regression analysis, standard deviation analysis. trend analysis, etc.)
  • Experience conducting complex analyses with large data sets
  • Ability to exercise a high degree of initiative
  • Ability to work on multiple projects and meet deadlines
  • Ability to develop and maintain effective cooperative working relationships

Special Requirements
A Statement of Qualifications (SOQ) is required for the hiring manager's review. Applications submitted without an SOQ may be disqualified.

Your SOQ should address the following:
1. Describe your knowledge, skills, and experience with data analytics and data reconciliation, including what steps do you use to check data quality, data integrity, and data analysis purposes.
2. Describe your knowledge, skills, and experience with data automation, database development, and dashboard development. Please include your experience with data software applications (ex. SAS, Python, SQL, advanced Excel, or any other software).
3. Describe your knowledge, skills, and experience with revenue forecasting and monitoring. Please include any experience with the state budgeting process and state accounting, including but not limited to Generally Accepted Accounting Principles (GAAP) and accrual accounting.
