SUMMARY OF DUTIES:
The Lead Business Analyst will serve as a vital connector within the Amtrak Industrial Engineering Team. The position will be responsible for supporting the Industrial Engineering team by performing a wide variety of roles including performing complex data analysis, developing business cases for organizational change, leading, and organizing projects, and documenting requirements and process definitions across all areas of our Infrastructure Management and Construction Services (IMCS) department – the builders of our railroad. 

 

The Lead Business Analyst will work closely with the Manager of Industrial Engineering to assist in the development of business process improvements that will improve the efficiency and safety of IMCS operations. This includes examining and benchmarking results, reviewing work practices, policies, procedures, data, budgets, work standards, and other relevant documentation to ensure efficiency and compliance across the organization to a uniform and consistent operating structure. The Lead Business Analyst is also responsible for collaborating with the IMCS leadership to ensure all improvement projects align with stakeholders’ requirements and are well defined and presented. The position also works closely with member of the Industrial Engineering team to assist with collaboration and alignment between different discipline workstreams. 

 

ESSENTIAL FUNCTIONS:

  • Write clear and well-structured business requirements and documentation.
  • Assess business processes and recommend improvements.
  • Communicate and validate requirements with relevant stakeholders.
  • Influence stakeholders to support business projects.
  • Collaborate with workstream leads on roadmap planning and resource utilization.
  • Assist with project management for selected projects.
  • Gather and analyze data and stakeholder interviews or potential project development.
  • Analyze process issues and bottlenecks to make improvement recommendations. 

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Business Administration, Organizational Change Management, Engineering or a related field with a minimum of 6 years’ experience in purchase, materials planning or related field.
  • In lieu of education, a minimum of 10 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Demonstrated ability to collect, summarize, and analyze business operations to generate requirements, including use cases, user stories, change management needs, impact analysis management, etc.

 

MIMINUM KSA (Knowledge, Skills, and Abilities):

  • Demonstrated ability to collect, summarize and analyze financial and operational information.
  • Demonstrated ability to build rapport within all levels of the organization and to communicate effectively with departmental leaders.
  • Effective communication is essential for success in this role. The Lead Business Analyst must be able to articulate complex findings clearly, collaborate with cross functional teams, and convey insights to both technical and non-technical stakeholders. Strong written and verbal communication skills are crucial for facilitating productive discussions and ensuring project success.


PREFERRED QUALIFICATIONS:

  • Master of Science Degree in Engineering, Business Administration, Computer Science, Organizational Change Management, or related field with a minimum of 8 years’ experience.
  • In lieu of education, a minimum of 12 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Work experience in railroad engineering management systems (or related field).
  • Work experience in railroad infrastructure, operations, or analytic systems.
  • Familiarity with and the ability to apply key concepts in all areas of project management including strategic planning, impact studies, budgetary analysis, logistical planning, and organizational relationships.
  • Proven experience as a Business Analyst or related areas.
  • Familiarity with industrial engineering principles and methodologies:  Business Analyst, Project Management, or Industrial Engineering certifications.
  • PMP Certification is a plus.
  • Six Sigma Certification is a plus.

 
WORK ENVIRONMENT:

  • Amtrak runs a 24/7 operation with around-the-clock work shifts. Meeting attendance may be required outside of normal business hours to gather requirements from users working different shifts.
  • Office and field work environment.
  • Travel up to 20%.
  • Travel to other Amtrak offices and right-of-way sites that are not accessible by train travel.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

The salary/hourly range is $94,300 - $122,256. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
