Under the limited supervision of the License Compliance and Lands Services (LCLS) Manager, this position develops and leads a team of technical staff in providing utility wide real property, permitting, and GIS services in a manner that supports Grant PUD's strategic goals and minimizes its regulatory and financial risks.
Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:
Develops and leads a team of technical staff by providing regular training, mentoring, feedback, and evaluation in alignment with the goals, objectives and values of Grant PUD's strategic plan. Develops and ensures employees have the appropriate resources and tools to complete their jobs with accuracy, efficiency and professionalism. Monitors staff performance and holds employees accountable for meeting annual performance goals. Promotes skilled customer service interactions and facilitates cooperation among multi-disciplinary teams.
Oversees service requests related to the acquisition, maintenance, and surplus of Grant PUD's real property; acquisition of rights, easements, land-use agreements, and leases associated with upgrades and expansion of Grant PUD generation, distribution, and telecommunication systems; solidification of irrigation power agreements; and all other real property related activities to ensure Utility lands and properties are managed through standards that meet Grant PUD's strategic goals and vision. Supports technical review of non-Grant PUD applicable rezone, variance, conditional-use permits, and other land-uses submitted to local agencies in Grant PUD's service area.
Provides oversight for Grant PUD's local land-use and environmental permitting processes in coordination with internal and external stakeholders, including Grant PUD project managers, project teams, environmental resource managers; Grant PUD contractors; and agency personnel, to ensure compliance with applicable regulatory requirements for various construction projects. Participates in project team meetings and coordinates procedures and works with departmental manager on resolving roadblocks and stakeholder concerns.
Collaborates closely with Grant PUD Cultural Resources Department and Wanapum People to ensure compliance with the Section 106 permitting process and other Grant PUD/Wanapum Relationship responsibilities helping to protect, preserve, and perpetuate the spirit of the Grant PUD and Wanapum relationship.
Supports GIS technical staff in the development, management, and administration of the utility's Geographic Information System (GIS). Responsible for ensuring service requests for collection, analysis, modeling, and presentation of geographic or spatial data are provided in a high-quality and timely manner.
Collects, analyzes, and reports accurate data to support achievement of departmental and organizational goals and objectives. Maintains records and develops reports and composes professional correspondence.
Engages with internal and external stakeholders in a professional manner and represents Grant PUD at public and stakeholder meetings and outreach events.
Supports noxious weed control program and other vegetation management responsibilities on Grant PUD shoreline properties. Utilizes and provides technical staff support for GIS/GPS technologies utilized in assigned utility programs and projects.
Coordinates the recruitment, hiring and training of Lands and Permitting Services staff. Develops clear goals and expectations for direct reports and tracks and evaluates their performance consistent with Grant PUD's Performance Management System.
Demonstrates commitment to Grant PUD's mission, vision, values, strategic plan, and the Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a manner that aligns with these expectations.
Understands and adheres to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies and procedures.

  • Reporting any safety incidents or close calls within 24 hours to your supervisor; and

Job Requirements
Educational and Experience
Associates or Bachelor's degree in land management, land-use planning or other business related field; 5+ years' experience in personnel management and real estate, land-use planning, or a related field. Experience in permitting processes, GIS technology and project and contract management desired.
Knowledge and Skills
Personnel management; real estate management practices, including appraisals, title searches, conveyances, leases; land-use planning and permitting; Grant PUD license requirements, policies and procedures; Grant PUD Collective Bargaining Agreement; regulatory interpretation and compliance; general knowledge of utility operations, inventory control; record-keeping and financial procedures; technical writing; MS Office products; interpersonal skills; and effective communication.

  • Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.
  • Majority of work is performed in a standard office setting, with some field work.
  • A valid State driver's license with no restrictions.
