Job Description

The Lake Management Technician I is responsible for performing maintenance of the City's surface waters and wetlands including the handling and application of herbicides. The Lake Management Technician I works independently within established policies and procedures.
Examples of Essential Functions
Performs maintenance and repair of the assigned public facilities. (85%)
  • Implements aquatic and wetland plant control policies, vegetation surveys, treatment planning, mixing and spraying of aquatic label and restricted use herbicides, calibrating and maintaining spray equipment, and documenting activities.
  • Maintains City's aquatic sites, wetlands, and conservation areas, including but not limited to reading and complying with herbicide labels, personal protective equipment use, and proper mixing/loading and application techniques.
  • Assists in the lakes field operations, including but not limited to lake bottom sampling, lake contour and water depth surveys, delineation of wetland areas, aquatic weed and trash removal.
  • Collects lake water samples for clarity and depth recordings for the Florida Lakewatch program report.
  • Performs lake mapping to document and record the location and existence of invasive weeds or plants.
  • Operates various equipment including but not limited to airboat, jon boat, 50-gallon spray rig, pickup truck, gator.
  • Correctly identify non-native/invasive plant species that are in need of control in the aquatic and upland environments.
  • Responds in a timely manner to requests and work orders.
Additional Duties and Responsibilities (15%)
  • Performs all duties and responsibilities in a manner consistent with the core values of the City and consistent with City and Department policies.
  • Assist the Natural Resources Officer with preparation and distribution of educational outreach materials.
  • Follows safe working practices and has a working knowledge of safety practices and procedures.
  • Performs general maintenance and cleaning of tools, materials, equipment, and workstations.
  • Participates in department meetings, staff meetings and other related activities.
  • Completes the identified required or assigned training and applies acquired knowledge and/or skills.
  • Adheres to laws, regulations, and policies of the City and of the assigned department. Follows instructions provided by department director or their designee.
  • Attends conferences and meetings to keep abreast of current trends in the field; may represent the City in a variety of local, county, state, and other related events.
  • Creates and maintains paperwork associated with daily activities to provide documentation for NPDES reporting.
  • Maintains, preserves, retains and disposes of public records according to FS Chapter 119.
Emergency Management Role
  • Participates as a member of the City staff as required to take action in the event of an emergency.
  • Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, supervisor or designee. As a member of the Public Works & Utilities Department, may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City's fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works & Utilities Department, may be responsible for the maintaining and/or rapidly restoring the operability of the City's water and sewer systems.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Education and Training: A minimum of a High School Diploma or G.E.D is required.
  • Experience: A minimum of three (3) years' experience specializing in the maintenance of lakes, canals, and wetlands. A comparable combination of education and experience may be considered.
  • Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Class E Driver's license and Florida Department of Agriculture and Consumer Services (FDACS) Public Applicator License with designations in both Aquatics and Natural Areas. Florida Stormwater Erosion and Sedimentation Control Inspector License and Florida Stormwater Association certification Level I are preferred and/or must be obtained within twelve (12) months of date of hire. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
  • Security Clearance: Florida Department of Law Enforcement background clearance is required.
  • Knowledge, Skills and Abilities:
    • Knowledge (basic level) of local, state and federal regulations affecting work.
    • Knowledge of the common tools, equipment, materials and methods used in public works maintenance.
    • Knowledge of the proper care and maintenance of tools of the trade.
    • Skill in effectively dealing with the public and other agencies in a courteous, tactful and impartial manner.
    • Ability to establish and maintain effective working relationships with other employees and the public.
    • Ability to safely operate a motor vehicle, outboard vessel, canoe/kayak, and airboat in compliance with Federal and State laws.
    • Ability to swim well.
    • Ability to properly identify common native and exotic emergent, submersed, floating, and floating leaf aquatic plants found in Central Florida.
    • Ability to identify native and exotic wetland and transitional species on a basic to intermediate level.
    • Ability to accurately develop a treatment prescription for a shoreline, ditch bank, wetland, open water, or whole lake application using single herbicides and herbicide combinations.
    • Ability (basic level) to utilize Microsoft Office Suite, e.g. Outlook, Word and Excel.

    A. Work Environment: This position primarily performs the duties in a field setting. Frequently, this position works outside in various weather conditions, works near moving mechanical parts, works on slippery or uneven surfaces, works in or with moving objects/vehicles, traffic hazards, toxic or caustic chemicals, fumes or airborne particles and exposure to aggressive domestic and non-domestic animals, reptiles and insects. Occasionally, this position may be exposed to work in high and precarious places. The noise level in the work environment is loud.
    B. Physical Demands: The primary functions require prolonged periods of standing, walking, bending, driving, using hands to handle or feel, stooping, kneeling, crouching or crawling, climbing or balancing and reaching with hands and arms. In addition, this position may be required to occasionally lift and carry up to fifty (50) pounds with or without assistance. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
    C. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: Airboats, outboard vessels, canoe/kayaks, spray tanks and pumps, backpack sprayers, GPS, hand tools (pole saws, shovels, rakes, wheel barrels, etc.), gas powered tools (blowers, chain saws, edgers, generators, and pressure washers), lawnmower, and city vehicle.
    D. Employee Infection/Exposure Risk Classification: Category III: Employee performs tasks that involve no exposure to blood, body fluids or other potentially infectious materials (OPIM). Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way. Tasks that involve handling of implements or utensils, use of public or shared bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
