Job Description
Qualis Corporation is seeking a Knowledge Manager to facilitate the U.S. Army Rapid Capabilities & Critical Technologies Office's (RCCTO's) management of its intellectual capital (knowledge) by being the subject matter expert in the Knowledge Management (KM) discipline. The KM will advise executive to mid-level leaders, and assist the entire organization in applying KM concepts, principles, practices, etc. to capture, preserve, and leverage employees' and aggregate organization knowledge - explicit (documented) and tacit (known by individuals, not documented).
Primary Responsibilities
· Advise RCCTO's executive leaders, directors, and subordinate organizations about KM; and, assist RCCTO at all levels in sustainably operationalizing and leveraging KM.
· Develop, recommend and lead implementation and evolution, the following elements of RCCTO's KM framework.
o Roles and responsibilities in KM, by type of position and sub-organization, including those of a collateral-duty KM Working Group (KMWG)
o Resources requirements and means, chiefly information technology (IT), necessary to support KM.
KM strategy that maximally supports RCCTO's goals.
Policies, guidance, procedures, processes, and standards consistent with higher headquarters' directives that support integration and synchronization of KM across RCCO, including knowledge creation, capture, storage, fusion, sharing, retrieval, use, and transfer.
o Change management and continuous process improvement processes and procedures relevant to KM.
o Systematic, comprehensive cataloging of knowledge content (explicit and tacit), characteristics sources
o KM knowledge, skills, and experience assessment methods and means for ROCTO members that are effective, efficient, and standardized.
o Education, training, and other instructive and informative material (e.g., user guides, best practices, lessons learned) of content and detail appropriate levels for executives, directors, and the workforce.
o Measures of effectiveness, and benchmarks by which to assess execution efficacy and value, and to guide optimization of KM.
· Document studies, analyses, empirical evidence, and resultant findings and recommendations.
· Provide KM updates in RCCTO senior staff meetings, directorates' staff meetings as appropriate, KMWG meetings, and by widely accessible means (e.g., SharePoint).
· Prepare briefs, information papers, point papers, formal correspondence, and responses to Enterprise Task Management Software Solution (ETMS2) tasks. Presents briefs.
· Represent RCCTO to other organizations in meetings, conferences, and other forums and venues about KM matters.
· Perform other position-relevant duties as assigned.
Requirements
Bachelor degree in management information systems (or a similar discipline) plus six or more years' KM experience; or, master or doctorate degree in information systems or technology (or a similar discipline) plus four or more years' KM experience.
Required Qualifications, Experience, Knowledge, and Skills
· Certified Knowledge Manager (CKM) certification from the KM Institute; or, in lieu of that, at least three years as the Chief Knowledge Manager (CKM), Chief Knowledge Officer (CKO) or similarly titled position for a Department of Defense (DoD) headquarters-type organization of 100 or more members.
· Skilled, experienced communicator, orally and in writing, with individuals and audiences from the working level to the executive level.
· Expert knowledge of and skill in applying analytical and evaluative methods and techniques to assess knowledge needs, sources, flows, conceptualizing and executing solutions.
· Exceptional experience cultivating relationships in and among diverse groups collaborating.
· Experience assessing an organization of 100 or more people for the purpose of designing and instituting an organization-wide KM function; and, experience developing strategy and operationalizing it for knowledge management and sharing.
· Experience developing KM education, training, and guides for users from working level to executive level.
· Expert experience using Microsoft 365's SharePoint and Power Bl applications, and advanced experience using Teams, PowerPoint, Word, Excel, OneDrive, and OneNote applications.
Desired Qualifications, Experience, Knowledge, and Skills
· Familiarity with Army Techniques Publication 6-01.1. Techniques for Effective Knowledge Management and its application to a non-operational genera officer-level organization.
· Familiarity with DoD Directive 8140.01, Cyberspace Workforce Management, and related requirements.
· Familiarity with DoD Instruction 5015.02, DoD Records Management Program, or Army Regulation 25-400-2, Army Records Management requirements.
- Lean Six Sigma (LSS) certification from an International Association for Six Sigma
Certification (IASSC) accredited organization.
Project Management Professional (PMP) certification from the Project Management - Institute.
Experience supporting a US military Service, preferably Army, acquisition Program Executive Office. - Experience as a US military Servicemember, or civilian supporting the US military.
Required Security Clearance:
DoD Interim Secret with ability to obtain a Top-Secret clearance.
