FLSA: Exempt

DEFINITION

Under direction from the Chief Probation Officer, manages the operations of Butte County Juvenile Hall; directs staff and programs to assure that effective and appropriate educational, medical and detention services are provided for juvenile wards.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Chief Probation Officer or designee. Exercises direct supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

CLASS CHARACTERISTICS

This management position is responsible for the overall management and operation of the County Juvenile Hall; California Peace Officer certification is required.

EXAMPLES OF TYPICAL JOB FUNCTIONS

Typical functions may include any of the following tasks, knowledge, abilities, and other characteristics.   • Directs, monitors and evaluates operations and programs at Juvenile Hall; directs and evaluates medical, counseling, educational and vocational programs; provides leadership and guidance in unusual situations or emergencies.
  • Directs Juvenile Hall staff; prioritizes and assigns tasks and projects; reviews work assignments and progress; assures the proper levels of security, discipline, sanitation, and safety of the facility.
  • Develops and maintains effective relations with Superintendent of Schools, Mental Health, Public Health, and other county agencies providing services to the Juvenile Hall.
  • Meets regularly with managers and supervisors to offer support and guidance; analyzes and evaluates issues and proposals, and recommends and implements solutions.
  • Monitors operations and procedures; evaluates detention issues, and recommends and implements solutions; develops and approves recommendations for improving the operations and processes; assures that strategic goals are reached.
  • Develops, evaluates and implements Juvenile Hall goals, objectives, policies and procedures; develops systems and standards for program evaluation, and assures detention activities are in compliance with all laws, policies, regulations and goals.
  • Conducts research and strategic planning functions; analyzes trends and makes recommendations for staffing adjustments and personnel assignments; directs detention projects including grants and capital projects; promulgates, evaluates and implements policies and procedures.
  • Directs the preparation of reports, which summarize and forecast financial activity and financial position; reviews financial status and revenue trends.
  • Ensures that all required inspections and reports are completed
  • Provides support, direction and coaching to subordinate employees in the areas of performance management, problem resolution, planning, and work assignments.
  • Monitors daily activities of youth, staff and others within facility; monitors facility environment and responds to facility needs and issues; assures a safe and functional environment for inmates.
  • Monitors and evaluates trends in juvenile detention, and recommends operational improvements.
  • Maintains the integrity, professionalism, philosophies, attitudes, values and intentions of the Probation department by assuring that all rules and regulations are followed.
  • Coordinates with other county departments, outside organizations and advocates, and federal, state and local law enforcement and justice agencies.
  • Performs other related duties as assigned.

Knowledge of:

  • City, county, state and federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations.
  • Federal, state, and county laws related to juvenile inmates, and California standards pertaining to juvenile detention facilities.
  • California criminal justice and court systems, procedures and protocols.
  • Probation department policies and procedures.
  • Trends in juvenile detention, and legal, ethical and professional rules of conduct.
  • Principles, practices, and trends in public administration, leadership, and management.
  • Legal requirements for file systems, case files and records management.
  • Local community resources and various community services programs.
  • Leadership and management principles, practices and methods.
  • Behavior patterns of incarcerated juveniles, discipline protocols, and grievance processing procedures

Ability To:

  • Delegate tasks and authority, and coach to improve staff performance.
  • Establish and maintain effective working relations with co-workers, other county employees, representatives from other city, county, state and federal justice agencies, the news media, general public and others having business with Butte County.
  • Analyze and interpret fiscal and accounting records, and financial statements.
  • Assess and prioritize multiple tasks, projects and demands.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Bachelor's degree in Criminology, Law Enforcement, Child Development, Psychology, Sociology, Counseling or related field and five (5) years detention and probation experience, including three (3) years supervisory experience or;

Associate's degree or equivalent from an accredited college or university and seven (7) years detention and probation experience, including three (3) years supervisory experience or;

Three (3) years of full time paid experience with Butte County as a Supervisor, Juvenile Hall Counselor or equivalent classification within the Probation Officer series.

Certifications and Licenses:

  • Must obtain and maintain a valid California 832 Peace Officer Certificate.
  • Must possess a valid US driver's license upon date of application. Must obtain California driver's license following hire date per California DMV regulations.

PHYSICAL DEMANDS

  • Mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a vehicle to various County and meeting sites; to bend, stoop, kneel, and reach climb to perform work; to perform field work requiring frequent walking on uneven terrain and climbing and descending structures to access work sites.
  • Maintain California Board of State and Community Corrections physical standards, including mobility, physical strength and stamina to respond to emergency situations and to perform assigned duties; strength and stamina to lift, carry, push, and pull materials and objects up to 150 pounds as necessary to perform job functions.
  • Vision to read printed materials and a computer screen.
  • Hearing and speech to communicate in person and over the telephone or radio.
  • Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate assigned equipment.

ADDITIONAL REQUIREMENTS

  • Must be willing to work emergencies and on evenings, weekends, and holidays.
  • Must meet minimum standards as described in California Government Code Sections 1029 and 1031.
  • Must meet physical standards established by the California Board of Corrections and any other pre-employment as well as ongoing peace officer requirements pursuant to federal, state, and local legislation.
  • Must be willing to work with convicted criminals.

WORKING CONDITIONS

  • Working conditions are typical juvenile detention facility settings; involves the potential for high stress levels and exposure to hostile situations; some non-standard work hours are required.

EQUIPMENT AND TOOLS UTILIZED

  • Standard equipment includes personal computer, motor vehicle and standard office equipment.
  • Specialized Equipment includes hand held radio, pepper spray and physical restraints.

Disaster Service Worker

All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
