Napa County is recruiting to establish an Eligibility List for the positions Juvenile Hall Counselor I/II. Under California Code of Regulations Title 15, gender is a bona fide occupational qualification for the position of Juvenile Hall Counselors.
The eligibility list established from this recruitment will be used to fill current and future full-time, part-time, limited-term and EXTRA HELP vacancies as they occur over the next 12 months.

Juvenile Hall is currently recruiting for at least 4 Extra-Help Juvenile Hall Counselor I/II positions, but should a regular full-time, part-time, or limited term Juvenile Hall Counselor I/II vacancy occur within the next 12 months, the eligibility list created from this recruitment will be used to the fill the vacancy.

Therefore, those interested in regular full-time, part-time and limited term positions MUST take part in this selection process to be considered, as the eligibility list created from this recruitment will be used to fill any current and future full-time, part-time, limited-term and EXTRA HELP Juvenile Hall Counselor I/II vacancies as they occur over the next 12 months.

Extra Help positions are temporary assignments that are non-benefited and are scheduled up to 29 hours per week (up to1,000 hours per fiscal year.) Extra Help employees are not eligible for promotional opportunities that are open to regular part-time and full-time employees.
About the Position & Department:
The Probation Department operates adult and juvenile court-related services in the areas of investigation and supervision with the mission to enforce court orders to inspire positive change, transform the live of offenders, victims, and families, and promote community safety. The Department is also responsible for the overall operation of the County's Juvenile Hall, which provides custody, counseling, medical care and guidance of delinquent and custodial children in a variety of short- and medium-term programs. A Juvenile Hall Counselor is responsible for the supervision, care and custody of youth detained in Juvenile Hall.
Salary:
  • Juvenile Hall Counselor I: $33.11 - $39.46 Hourly
  • Juvenile Hall Counselor II: $36.18- $43.29 Hourly
A newly hired, regular (not Extra Help) Juvenile Hall Counselor may also qualify for*:
  • Signing Bonus of $5,000
  • Vacation Leave Bank of 80 hours upon successful completion of the probationary period (lateral transfers from other agencies only)
  • Student Loan Forgiveness
* Conditions apply based on Napa County's Hiring and Promotional Incentive Pilot Program Policy in effect on the hire date.

Position Requirements for Juvenile Hall Counselor I//I
  • Persons employed in this class must be willing to work evenings, weekends, and holidays.
  • Applicants must be United States citizens.
  • Mandated Standards and Training for Corrections program requirements, must be completed before permanent status may be granted.
To qualify for the Juvenile Hall Counselor I classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
  • Experience: None Required.
  • Education: Equivalent to completion of two years of college with major course work in psychology, sociology, criminology, social welfare or a closely related field. (Up to one year of experience involving the supervision, care or leadership of juvenile groups may be substituted for an equal amount of the required education.)
  • License: Possession of a valid California Driver's License. Possession of, or ability to obtain within one year, valid first aid and CPR certificates.
To qualify for the Juvenile Hall Counselor II classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
  • Experience: One year of experience as a Juvenile Hall Counselor. (A bachelor's degree with a major in psychology, sociology, criminology, social welfare, or closely related field can substitute for up to six months of the required experience.)
  • Education: Equivalent to completion of two years of college with major course work in psychology, sociology, criminology, social welfare or a closely related field. (Up to one year of experience involving the supervision, care or leadership of juvenile groups may be substituted for an equal amount of the required education.)
  • License: Possession of a valid California Driver's License. Possession of, or ability to obtain within one year, valid first aid and CPR certificates.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Physical Agility Test (mandatory in-person.
