Job description

Overview
Amyx, Inc. is seeking a Junior Contract Analyst / Business to be located in San Antonio, TX to support the Defense Health Agency (DHA). The DHA is responsible for the effective execution and operation of the Department of Defense's (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care. The DHA provides medical care for the DoD's 9.6 million eligible beneficiaries is provided through the defense health program which includes contracted health care networks and military treatment facilities.
Responsibilities
To qualify, a candidate must possess:
Accomplish and deliver compliant pre- and post-award documentation and/or contractual documents in accordance with the Federal Acquisition Regulation (FAR), the Department of Defense Federal Acquisition Regulation Supplement (DFARS), DHA and Department of Defense (DoD) supplements, policy guidance directives and instructions. Specific tasks include, but are not limited to:
• Assist in the planning for and executing the pre-award activities related to soliciting offers including 1.) Publicizing the proposed procurement; 2.) Preparing solicitations; 3.) Responding to pre-award inquiries; 4.) Conducting a pre-proposal conference; and 5.) Amending or canceling the solicitation.
• Review and assist to determine if negotiated procedures will be utilized to select the appropriate vendor(s) to satisfy the requirement.
• Conduct the activities related to the evaluation of quotations in response to a solicitation including 1.) Receiving quotations; 2.) Processing late quotations; 3.) Identifying and resolving mistakes in quotations; 4.) Conducting price analysis; and 5.) Determining completeness.
• Conduct the activities related to post-award procedures, to include performing contract funding deobligations and contract closeout.
• Assist in collecting, review, and assessing payment-related information relative to; 1.) Determining the allowability of costs associated with the requirement; 2.) Performing adjustments, as needed; 3.) Evaluating accounting and estimating systems; and 4.) Authorizing invoice payment.
• Review to consider the need to examine issues that may aid in achieving a clear and mutual understanding of contract requirements and identify and resolve potential problems.
• Assist in performing quality assurance and administration of the contract by monitoring and assessing contractor performance and communicating, negotiating, and addressing issues that may arise during the performance of the contract.
• Verify that the contract file is complete and close out the contract file.
• Provide or coordinate support for areas such as administrative support, pricing analysis, business operations, interpretation and dissemination, and contract administration/management support. Assist with organizational communication through various vehicles to internal and external stakeholders. Produce, maintain, and publish a variety of routine reports and publications for use within the division.
• Translate the intent/objectives into actionable initiatives. Produce division communication products and documents for briefings, talking points, scripts, notes, etc.
• Conduct targeted research to answer questions of immediate and longer-term relevance to the division. Coordinate, as needed, with the division and DHA POCs to answer questions and/or to develop initiatives.
Integrative Acquisition Environment
DOD Acquisition Systems; PD2, Electronic Contract File Management System, PIEE, EDA, WAWF, GFEBS and other systems.
Proficient in the use of the Microsoft Suite of Applications including Word, Excel, Power Point Outlook, and Projects as well as with Adobe Acrobat.
Qualifications
Required:
A four years' course of study leading to a bachelor's degree in a business field, including: accounting, finance, law, contracts, purchasing, economics, or marketing.
Knowledge of Federal Acquisition Process and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation (DFARS).
Knowledge of Contracting principles, laws, regulations, and procedures.
Knowledge of methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
Familiarity with price and cost analysis principles.
Proficient in the use of the Microsoft Suite of Applications including Word, Excel, Power Point Outlook, and Projects as well as with Adobe Acrobat.
Desired:
2 years of experience serving as Federal government and/or contractor employee in GS 1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst is highly desired.
Prior DoD, Military, or DHA experience as Contract Specialist, Contract Analyst, Junior Contract Analyst, Business Analyst is helpful.
PD2 Contract Writing System experience preferable, but not required.
