Position Overview

We are seeking a skilled GIS Manager to oversee and manage Cumberland County's GIS Program inside of our Innovation and Technology Services Department, focusing primarily on ESRI technology. This role involves planning, coordinating, and directing GIS programs and services, including the creation of display maps and data formatting, as well as providing support to system users and the public. Additionally, the position involves leading the design and development of custom GIS applications, optimizing the Enterprise GIS, and supervising GIS Developer and Analyst positions.
Examples of Duties
- Plan, develop, and oversee the implementation and training of automated applications in an effort to align information technology solutions with customer business requirements and initiatives
- Manages a team of GIS professionals while providing thought leadership, goal setting and vision
- Serves on the IS Management team providing valuable input into the overall IS strategic plan and ensuring alignment with the county strategic goals and objectives
- Engages with business units to obtain alignment on strategic opportunities and interpretation of GIS needs
- Conducts technology research and analysis to shape the overall strategic vision and to ensure optimal use of GIS
- Reviews GIS systems for potential automation to speed the delivery of GIS services
- Develops plans and procedures for effective integration or transfer of GIS data from various sources into the Enterprise ArcSDE geodatabase
- Ensures that the GIS staff work closely with database and server administrators to improve system performance and produce high availability of system resources
- Develops and maintains a training plan for end-users on GIS systems
- This position will support the Emergency Operations Center prior to and when activated
Minimum Qualifications
Graduation from an accredited four-year college or university with a degree in GIS, Management Information Systems, Computer Science, Geography, Engineering, or a related curriculum and four (4) years of experience with local government GIS applications and ESRI products, including some supervision experience; or an equivalent combination or education and experience.

Management Preference
GIS related certification such as GISP or an ESRI certification displaying core concepts of GIS Design aspects & Data Modeling, GIS Analytical methods, data manipulation, geospatial data, and conceptual foundations.
Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.

Knowledge, Skills and Abilities
- Knowledge of the methods, procedures and policies of Cumberland County as such pertains to the performance of the essential duties of the position
- Knowledge of the principles and practices of applications programming work to include analyzing complex user requests and developing, coding and implementing programs, preparing program documentation and assisting users
- Knowledge of multiple input and output file handling
- considerable knowledge of geography, cartography, and GIs technology
- Knowledge of creating, editing, and maintaining GIS data
- Knowledge of programming languages (e.g. Python, SQL, HTML, Javascript and CSS), Microsoft's SQL Server, and local government GIS applications
- Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
- Knowledge of the organization of the department, and of related departments and agencies and occupational hazards and safety precautions required to perform the essential functions of the work
- Ability to establish and maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities
- Ability to supervise and train others
- Ability to communicate orally and in writing
