Job Title: IT Vendor Management - Senior Specialist

The Opportunity:
We're looking for an experienced IT professional to join our team as the IT Contracts/Vendor Manager to ensure that vendor contracts deliver the intended IT solutions. This position plays a crucial role in overseeing the entire lifecycle of technology and technology services solicitations for DCYF IT. This involves close collaboration with DCYF Contract Managers during the initial stages and subsequently taking charge of vendor contract management and relationships once they are finalized. The role assumes responsibility for overseeing contracts, vendor performance, relationships, and associated risks within DCYF IT, which are vital to our operational success. This encompasses a range of vendors offering software, hardware, services, and solutions, many of whom provide products or services used throughout the Administration, Agency, and external agencies. Given the critical nature of these cross-agency IT and business services, the IT Contracts/Vendor Manager adopts a comprehensive, standardized approach to Vendor Management, capitalizing on a cross-agency perspective to optimize the value delivered by technology vendors.
Some of what you will get to do:
  • Provide expert-level advice and consultation to DCYF IT leadership and management on Vendor Management, technology contracting, and contract document preparation.
  • Oversee contracts, contract management, procurement, vendor relationships, and asset management for DCYF IT.
  • Develop, direct, and manage the preparation of personal and purchased technology services procurement policies, procedures, documents, and contracts on an administration-wide basis.
  • Develop and lead the implementation of all Vendor Management strategic planning using a disciplined program designed to maximize the value derived from vendors.
  • Leverage disciplined vendor scorecard design, delivery, and analysis to drive continuous improvement.
  • Supporting contract owners throughout the contract management process.
  • Management of vendors who hold contracts that contain many highly specific deliverables.
  • Responsible for the monitoring of performance/outcome-based contracts and the determination of whether key deliverables have been successfully completed.
  • Responsible for monitoring contract spending towards not-to-exceed maximums.
  • Collaborates with fiscal and program leadership to identify and implement long-term, multi-year initiatives.
  • Prepares budget forecasts for existing and upcoming IT contracts and procurements.
Ways you can qualify:
Bachelor's Degree in a field that relates to information technology and five years experience in state contracting.
OR
Six (6) years experience in private-sector contracting.
OR
Three years of state contracting and four years experience in one or more IT categories, including hardware, software, service, and communication, as well as project management, or business analysis.
OR
Associate's Degree or completion of an accredited vocational training program in a field that relates to information technology contract work and seven years experience in state contracting or seven years experience in private sector contracting or four years of state contracting and five years experience in one or more IT categories, including hardware, software, service, and communication, also project management, or business analysis.
OR
Nine years in an IT position classified by WA State as "Professional/Technical" within the Primary Job Family of "IT Vendor Management" or "IT Policy and Planning" at the "Journey" level or higher.
OR
Nine Years in a position equivalent to an IT position classified by WA State as "IT Policy and Planning"
* Consultative, administrative, or supervisory experience in information technology analysis, system maintenance, troubleshooting/problem resolution, or analyzing, designing, or programming computer systems or applications will substitute for education on the basis of one year of experience for two years of education. A Master's degree will substitute for one year of required experience except for the specified "Professional/Technical" and "Journey" requirements.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Knowledge of contracting law and contracting principles, Industry best practices around contracting and procurements, and federal and state laws, rules, and regulations.
  • Skills around project management theory, tools, and techniques.
  • Interpersonal relationship strengths for managing disputes driving change in vendor behaviors, and creating a working environment where vendors receive incentives to change behaviors to meet performance goals.
  • Ability to bridge communication between the IT and business organization, with a focus on developing an understanding of how to structure contracts to deliver against needs.
  • Ability to identify and define the desired outcomes and measurements of success and target planning and work efforts to achieve specific results until the desired outcomes are attained.
  • Ability to confront issues, risks, or problems that are seen by contract/Vendor Management.
  • Adapt easily to changing business needs, conditions, and work responsibilities. Adapt approaches, goals, and methods to achieve successful solutions and results in dynamic situations.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
