This position leads Change Management processes for a 988-crisis platform utilized statewide by individuals in crises. The 988 Change Management Lead identifies and builds relationships with user groups including clients, providers, and state agencies to identify needs and gaps for this new technology and build enthusiasm for using a tool that will make it easier to access critical services. The ideal candidate will be excited to work with individuals from Tribes, providers, hospitals, and lived experience communities in an effort to enhance this technology while remaining flexible and adaptable to evolving legislation.

About the division:
The Enterprise Technology Services (ETS) division develops and provides all information technology services and business solutions throughout the Health Care Authority and externally with partner agencies. HCA is focused on transforming its delivery system to create better health care at less cost. These activities require HCA to transform its infrastructure and processes to support a higher level of service. Washington State legislature passed the Crisis Call Center Hubs and Crisis Services Act (HB1477) to enhance and expand behavioral health crisis response and suicide prevention services for all people in Washington state.
HCA and the Department of Health (DOH) are tasked with determining the technology and platforms necessary to manage and operate the behavioral health crisis response and suicide prevention system including:
  • An advanced behavioral health and suicide prevention crisis call center system that that uses interoperable technology across crisis and emergency response systems throughout the state (e.g., 911 systems, emergency medical services systems, other non-behavioral health crisis services.) for crisis call center hubs; and
  • A behavioral health integrated client referral system capable of providing system coordination information to crisis call center hubs and the other entities involved in behavioral health care.

About the position:
HCA has developed the State Medicaid Health Information Technology Plan (SMHP), which outlines the five-year plan for advancing the meaningful use of certified electronic health record systems and describes the key initiatives and projects required to enable the exchange of health care information in Washington state. The plan and program are critical to the statewide Health Information Technology (HIT) infrastructure including the creation and re-use of interoperable data, implementation of care delivery innovations, creation of provider feedback and quality measurement reports necessary to support new methods of quality improvement and paying for value not volume.
The HCA Health IT 988 Change Management Lead is a position responsible for the formulation, implementation, and execution of a statewide, long-range Change Management strategy of HB 1477, 988 technology platform and critical system's needs, program, and care decisions. This position is accountable for interpreting and analyzing impacts on agency systems, business processes and staff, and recommending decisions regarding strategy changes in a fluid environment. This position will provide expert level consultation with HCA leaders and groups to ensure that stakeholders are prepared and supported for the changes critical to the success of each affected program. This position will provide agency leadership with necessary information to oversee business process re-engineering and transition planning needed to accomplish the desired organizational changes.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
Long-range strategy development for the implementation of the 988/1477 enhanced crisis call and response system.
  • Solicit comments from internal and external stakeholders regarding general approach and specific provisions and planning of the 988/1477 enhanced crisis call and response system.
  • Formulate, manage, and execute a comprehensive, long-range, statewide strategic Change Management plan.
  • Provide routine critical analysis and strategic planning over time of the best tactics, success measures, critical milestones for assessment, and measures of readiness for change.
  • Engage internal and external statewide stakeholders, identify key readiness and transition activities, and guide and monitor readiness for statewide data collection, exchange, and use of clinical data.
Execute Change Management and transition strategies
  • Management and execution of Change Management strategies within HCA.
  • Plan, lead, organize, and oversee the business process re-engineering and transition planning within affected HCA programs and staff.
  • Formulate, publish, and manage transition plans to accomplish desired organizational changes.
  • Work with HCA internal stakeholders to develop future business models and identify gaps in processes, staffing, skills, and technology.
Conduct stakeholder outreach
  • Coordinate with Stakeholder Engagement Manager regarding stakeholder engagement for key initiatives outlined in and/or needed to support HB1477/988.
  • Use advanced consultative skills and tools to identify and address organizational and staff readiness for business areas whose participation and readiness is critical to success.
  • Co-lead the 988 State Affinity Work Group supporting state partners to ensure Change Management strategies are sponsored, supported, and managed.

Qualifications
Required qualifications:
Qualifying candidates will have all of the following qualifications. Required experience types may be gained concurrently:
  • Bachelor's degree
  • 5 years of experience in the Change Management and IT field demonstrating progressively more experience and responsibility.
  • 5 years of experience working with diverse stakeholder groups regarding training and implementation.
  • 5 years of experience working with a diverse stakeholder population including EHR's and vendors.
  • 4 years of experience applying advanced consulting methods and tools with executives, policy makers, media, and key partners and stakeholders.
  • 3 years of experience developing project management plans with an emphasis on supporting large scale change.
  • 3 years of experience managing multiple, diverse, and complex projects, staying within scope, schedules, and resources, and developing clear project plans.

Preferred qualifications:
Knowledge of historical context of Washington state health programs and the evolution of national health reform and health information exchange.
