Planned Parenthood Los Angeles is seeking an experienced IT User Lifecycle Analystto work in our Downtown Los Angeles Headquarters office. Reporting to the Sr. IT Manager, The IT User Lifecycle Analyst is responsible for creating and maintaining the integrity of all active PPLA user accounts from onboarding to offboarding. This includes changes during the User Lifecycle such as transfers, promotions, demotions, name changes, and Leave of Absences (LOAs), both starting and returning from LOA.
The IT User Lifecycle Analyst acts as a first responder to escalated Service Desk issues related to user accounts, while providing excellent customer service to all PPLA IT customers. In addition, they are responsible for user account access to be appropriate while maintaining PoLP (the principle of least privilege) access. In addition, the IT User Lifecycle Analyst creates and provides supporting documentation for new hires, and makes recommendations to upper management to improve and enhance data integrity and security. The IT User Lifecycle Analyst reports to the Senior IT Service Desk Manager, and works closely with Human Resources, the Hiring Manager, and IT team colleagues to support the underlying infrastructure and systems that run all of PPLA's applications.
The IT User Lifecycle Analyst is responsible for and acts as the Subject Matter Expert for all user accounts and respective access levels throughout the User Lifecycle, including accounts in Active Directory, Azure, MS Exchange, Cisco, and other systems.

Our Ideal Candidate will have the following qualifications:
- Bachelor's degree, relevant training, and/or equivalent experience required.
- Minimum 3 years' experience required with creating and configuring user accounts.
- Minimum 3 years' experience required imaging laptops and workstations.
- Minimum 2 years' experience required with configuring laptops and workstations.
- Minimum of 3 years of IT experience required.
- Minimum 2 years' experience required with working in an ITSM solution.
- Good understanding of HIPAA and/or PCI compliance required.
- Technical certifications preferred, but not required
- CompTIA A+, Network+, Security+, CCNA, Microsoft MCSE
- Healthcare experience preferred.
About the position:
- Abortion patients are cared for at each of our health centers, and in part through the administrative, support, and other non-clinical services provided at all PPLA locations, and by all PPLA employees. Supporting these critical services is an essential job duty, and a fundamental responsibility of all employees and contractors.
- Create and manage PPLA users, security groups, and distributions in Active Directory following the PoLP (Principle of Least Privilege) according to the appropriate levels of access required by new and existing users, following standards and practices to ensure integrity of all system accounts.
- Conduct routine monthly, quarterly and yearly user access audits and reports to ensure network and security access is appropriate for all users.
- Support the accurate and secure documentation for access codes and passwords for all PPLA systems and users.
- Ensure that user accounts are disabled and secured when users are offboarded within agreed upon Service Level timeframes.
- Maintain the Global Address List, distribution lists, security groups, ITSM access, and other accounts as necessary.
- Assist on guidance, documentation and appropriate training to PPLA technical staff and other employees related to PPLA User Lifecycle and access management.
- Collaborate with IT leadership, HR, and hiring managers to coordinate and support User Lifecycle initiatives.
- Analyze and provide recommendations on process improvement as well as recommendations on training material.
- Collaborate with PPLA application and system owners to define & manage secure access and User Lifecycle solutions for key systems.
- Ensure that user accounts in all required user applications and systems are configured and working properly for the users that require access.
- Oversee the configuration of company shared drives permissions and access rights for all PPLA staff, ensuring best practices are followed for scalable, manageable share permissions for all shared folders and files.
- Ensure that new user accounts and hardware are provisioned, tested, and ready for all PPLA new hires.
- Collaborate closely with the IT Procurement Analyst to provision user equipment.
- Create, modify, and disable Active Directory and Application accounts as appropriate in the PPLA Mobile Device Management platform.
- Act as a conduit for communication, information, training, and escalations between the Service Desk and Human Resources and/or the Hiring Manager.
- Act as an escalated level of support for Tier 2 and Tier 3 issues escalated from the PPLA Service Desk.
- Provide support for escalated issues through to resolution in accordance with strict SLA response times, including documentation per required ITSM processes and policies.
- Support the compliance of all user account licensing.
- Troubleshoot and remediate issues impacting the operation of the Agency's account permissions and access.
- Utilize third-party resources and support, as needed.
- Perform Help Desk coverage, after-hours work, and weekend support.
- Support after-hours work for implementations and upgrades during maintenance windows as directed.
- Follow proper Change Control processes for any work that impacts our production environment.
- Demonstrate and practice defined testing for all changes in the production environment.
