Job Summary
Come join our growing information security team and help mature the state's overall Identity, Credentialand Access Management (ICAM) program. This role will serve as the Identity, Credential, and Access Management (ICAM) Manager who is responsible for advancing the enterprise-wide strategy for identity and access management focusing on workforce, non-human identities, contractors and vendors; additionally working with the partner and constituent identity and access manager to align identity and access strategies.
Thisrole will implement appropriate oversight and controls to ensure compliance with the ICAM policies, standards, operations process, procedures and defined regulatory standard. This position will provideleadership, management, and oversight of the ICAM program and disciplines within the program including activities of the IAM teams that may be directly reporting to this position or participate in a matrix structure to support the ICAM program. This position will establish and implement short term and long term ICAM goals, objectives and assist in defining the ICAM service catalog that will include policies, standards, and operating procedures to ensure alignment to the ICAM strategy.
The position will work with the ICAM program manager to ensure that key initiatives and projects continue to move forward; additionally, the position will serve asa champion for projects related to ICAM.
This position is currently eligible for full-time telework:
  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependenciesin St. Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Qualifications
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of five (5) years of progressive information security experience.
Experience must include:
  • Two (2) years of supervisory experience
  • Management of solutions and operations in a large-scale enterprise environment.
  • Development and implementation of large-scale programs and governance oversite.
  • Experience managing infrastructure and security efforts, projects, and implementations in a large-scale enterprise environment with ability to manage and coach others.
  • Experience developing and implementing policies, standards and guidelines that can be implemented by the various security and technical teams.
  • Excellent understanding of IT security and risk management, strategic planning and related tactical initiatives.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.

*Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.
Preferred Qualifications
  • Bachelor's degree or higher in Computer Science, Information Technology or related field.
  • Information security certifications (ex: CISSP, CISM, GIAC).
  • Knowledge of information security industry accepted frameworks and related State and Federal regulations.
  • Ability to provide analytical skills to diverse problems and projects to provide effective assessment and solution generation.
  • Ability to represent the security program leadership, strategies, direction and decisions in a professional and positive manner to all internal and external audiences.
  • Strong verbal and written communication skills, especially with senior executives.
