Summary

The positions are located in the Bureau of Fiscal Service (FS), Information & Security Services (ISS), Project & Provider Management Division, Project Management Branch, responsible for providing specialized and technical IT services within the areas of project management and support for FS IT requirements, and customer driven initiatives related to services provided.

Duties
As an IT Project Manager, you will:
- Lead project teams, inclusive of technical subject matter experts, and business subject matter experts to create or enhance existing or new systems, IT services, IT processes, or business processes.
- Manage complex, multifunctional IT programs, IT projects, formal pilots, proof of concepts, and innovation initiatives, which in cases have an impact to employee working conditions or drive the need for union and legal involvement.
- Research, analyze, identify, and implement improvements surrounding modernization of IT Systems, Technical or Business Processes, or other means driving increased overall enterprise effectiveness.
- Prepare, implement, monitor, and update program and project plans. In doing so, coordinate with investment owners, system owners, and upper-level management to ensure actions are consistent with the approved plans.
- Oversee requirement maturation, solution design, technical and user testing, technical and user training, and implementation of the work in scope of the program or project.

  • A one-year probationary period may be required.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.
  • Obtain and use a Government-issued charge card for business-related travel.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing IT work developing, modifying, or enhancing IT plans or project for IT products, services, or systems in order to support the needs of an organization mission, functions, and operations.
Examples of such experience for the could include:
- Experience leading a detailed IT project or program establishing criteria for maintaining quality and minimizing risk; OR
- Experience communicating IT concepts, technical details, and options, orally and in writing, to diverse audiences and stakeholders; OR
- Experience facilitating training regarding project management strategies; OR
- Experience developing and maintaining project documentation and collaborative materials, such as schedules, minutes, and action/issue/risk logs OR
- Experience working with modernization of enterprise legacy IT systems to newer technologies.
AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
- Attention to Detail, such as designing and conducting management studies and reviews.
- Customer Service, such as participating in meetings and conferences with business partner contacts.
- Oral Communication, such as making formal presentations to staff, committees, or customers.
- Problem Solving, such as identifying and resolving project-related problems.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
