With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

Program Description:

The agency is embarking on a data modernization initiative to accelerate its data strategy. During the COVID-19 pandemic, data was the life blood of the agency’s response to making informed data-driven decisions and policies that directly impact the lives of New Yorkers. These included operational data in our vaccination campaign at the Vaccine Hubs, distribution strategy throughout the city’s vaccine infrastructure, as well as health equity data breaking down lab tests, positive cases, hospitalizations, deaths, and vaccination rates by age, place, and race. With grant funding support from the Centers for Disease Control (CDC), DOHMH is embarking on a data modernization initiative to move from siloed and brittle public health data systems to connected, resilient, adaptable, and sustainable systems. This initiative is not just about technology, but also about putting the right people, processes, and policies in place.

NYC DOHMH’s modernization strategy focuses on key areas in data collection, storage, processing (including transformation, standardization, matching, deduplication), data integration and exchange, data analysis and data reporting and visualization.

The DMI initiative will allow DOHMH to build up foundational technology capabilities within the Division of Information Technology. This includes increasing capacity, knowledge, and experience with Azure cloud technologies within the broader NYC cloud and cybersecurity infrastructure and all within the context of public health.

The selected candidate will be an employee of Public Health Solutions, but work will be supervised by DOHMH. This is a grant-funded position ending in November 2027.

Summary of the Position:

The agency is seeking an IT Program Manager to assess and review the landscape of IT systems in the agency and develop a comprehensive roadmap in alignment with agency priorities. The manager will lead digital transformation across operational and program divisions seeking to replace legacy systems and consolidate existing ones to minimize maintenance and support and reduce technical debt.

Specifically, the IT Program Manager will:

  • Identify and review the current systems landscape and develop a roadmap for digital transformation across the agency, focusing on identifying enterprise-level applications that can deliver value and increase efficiencies for both the technology and business teams.
  • Lead the implementation of various cloud technologies within the Microsoft Azure infrastructure and/or utilizing the Salesforce platform.
  • Lead planning and communication with multiple executive teams across the agency to achieve commonalities in scope and direction.
  • Lead program-level strategic planning, mitigate risks, and manage complex issue resolution; present excellent technical acumen and communication skills when working with various stakeholders.
  • Lead solicitation, contract, procurement, and vendor management processes.
  • Deliver projects within the constraints of scope, quality, time, and budget.
  • Lead project scope definition and management, requirements gathering and documentation, time estimating, project schedule development and tracking, project budget management, project status reporting, issue and risk management, contingency planning, customer interaction, and communications across multiple organizational levels.
  • Work with the Assistant Commissioner to implement PMO governance and processes.

Qualifications and Requirements:

  • Bachelor’s Degree in Computer Science, Management Information Systems, Business or related field.
  • Experience leading a technology transformation program by delivering multiple, large-scale projects using MS Azure cloud infrastructure and technologies.
  • Experience delivering projects utilizing and integrating with the Salesforce platform.
  • A minimum of 15+ years’ experience performing project management roles on cross-functional projects.
  • Project Management Professional (PMP) certification.
  • Experience in the Business Analysis discipline.
  • Experience with Lean concepts and applying them in a technological environment.
  • Excellent leadership, interpersonal skills, and organizational skills alongside high emotional intelligence.
  • Excellent written and oral communication skills.
  • Salary: $140,000.00-$140,000.00

Additional Information:

  • This is a temporary grant-funded position ending in November 2027.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
