1. Strategic Planning
Direct the development of a perpetual 5 years Information and Technology strategic plan for all major information systems and initiatives to ensure consistency with the MTP strategies, including environment, capital and operating expense spending requirements and financial opportunities. Research top trends in technology, how other companies are leveraging technology and determine best technology prospects in CITGO’s business environment.
2. Budgeting
Manage, direct, and develop the budgeting process for the Information Technology. Work with managers of each of the technical disciplines to build budgets that satisfy the reporting needs of the department and meet corporate reporting standards. Analyze and track actual spending versus plan to guide management planning. Prepare quarterly reports for Management that reflects our position throughout the year. Manage and direct an allocation/show back model. Collaborate with all IT department managers to evaluate the cost of their areas to determine what percent will be allocated to the business units. Manage and control the development of Information Technology Authorizations for Expenditure (AFE) and Competitive Bid Exception (CBE). Coordinate with Corporate Procurement to develop CBEs. Monitor contractor costs, analyze the vendor charges vs. contracts, and ensure proper accounting treatment. Ensure appropriate financial treatment for tax, capitalization, and performance reporting.
3. IT Project Management Office
Manage the Information Technology Project Management Office (PMO) to ensure projects are being properly developed and evaluated. Develop reporting for the portfolio of projects and be prepared to present project portfolio and status for major projects to management on a periodic basis.
4. Project Compliance
Consult IT management to ensure that all financial policies and procedures are followed. Screen the processing of CAPEX and OPEX to insure accurate accounting classification. Provide a point of contact for the Audit department as related to audits and IT financial controls.
5. Contracts & Vendor Management
Collaborate with IT management on vendor pricing models and coordinate when contracts are to be renewed.
6. Reporting and Metrics
Provide reporting and metrics to track the performance and effectiveness of IT initiatives.
7. Governance, Risk and Compliance
Ensure that IT adheres to relevant laws, regulations, policies, and procedures. Identify potential risks and develop plans to mitigate them.
