The IT Operations Manager plays a crucial role in supporting the IT Director and overseeing various aspects of the IT Department.
Team Leadership:
  • Supervising and guiding IT staff and teams including the Geographical Information Systems, IT Infrastructure, Information Security, and Desktop support teams to ensure effective teamwork and collaboration.
  • Assisting in the recruitment of vacant positions, coaching, mentoring, and training, and performance management of IT personnel.
Budget Oversight:
  • Assisting in the development and management of the IT budget.
  • Monitoring expenses and ensuring cost-effectiveness.
Strategic Planning:
  • Collaborating with IT leadership in developing and implementing IT strategies aligned with City of Tigard's goals.
  • Contributing to the development and implementation of IT policies and procedures.
Vendor management:
  • Working with vendors to evaluate, select, and implement technology solutions.
  • Negotiating contracts and managing vendor relationships.
  • Ensuring vendors are paid on time and managing vendor budgets.
Communication:
  • Serving as a liaison between IT and other departments, fostering effective communication.
  • Providing updates to the IT Director on department activities and challenges.
Project & Change Management:
  • Managing IT projects, ensuring they are completed on time and within budget.
  • Collaborating with other departments to identify and address IT needs for specific projects.
  • Contribute the City's ERP implementation project and serve as a change manager lead.
Continuous improvement:
  • Identifying opportunities for process improvement and efficiency with the IT operations. i.e., creating and implementing service level agreements, documentation of standard operation procedures, assessing current services via customer feedback.
Required Knowledge, Skills, and Abilities
  • Thorough knowledge of the principles and practices of leadership, operational and strategic planning, business communication, public administration, program evaluation, and budget preparation and administration.
  • Thorough knowledge of principles of management, supervision, training, and performance evaluation.
  • Knowledge of relevant federal, state, and local laws, statutes, regulations, and ordinances, and the ability to analyze, interpret, explain, and apply them.
  • Knowledge of principles, practices, and techniques of systems analysis, information technology, and/or communications systems management, including application design, hardware and software applications, and equipment.
  • Knowledge of the principles, practices, and techniques for building and managing an information technology or communication systems operation to meets the needs of a multi-disciplined public agency.
  • Knowledge of project management methods, tools, and techniques, including project cost accounting, change management, and control.
  • Ability to manage functions and operations, including personnel management, budget administration, and apply program practices to diverse and complex IT services.
  • Ability to communicate effectively, both verbally and in writing, present information, proposals, and recommendations clearly and persuasively in public settings.
  • Ability to apply analytic and problem-solving skills to independently develop sound decisions, conclusions, and recommendations.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work; demonstrate tact, diplomacy, and patience, and gain cooperation through discussion and collaboration.
  • Ability to manage a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex IT services.
  • Ability to analyze business, communication, and information technology needs, identify alternative technological approaches, and develop integrated, efficient, and cost-effective implementation plans.

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
  • Education/Training: Bachelor's degree from an accredited college or university with major course work in information systems management, computer science, or related field AND
  • Experience: Six (6) years of progressively responsible information technology management experience, including Two (2) years in a supervisory role.
Preferred Qualifications:
  • Experience working for a public agency in a supervisory or management role.
  • A professional certification or specialized training in information technology or organizational change management.

Union Representation: This position is not represented by a union.
Important Information: This position is currently funded for 2 years, Limited Duration.
General schedule: This position is 40 hours per week. General operating hours are flexible and include opportunities for some remote work within departmental policy.
Compensation: The annual salary range for this exempt position is $112,438.44-$147,013,80 The starting pay assignment, based on an analysis of the successful candidate's related experience and education in accordance with the City's pay equity policy and the Oregon Equal Pay Act, would be no higher than $132,312,42 annually. Merit Increase Eligible after 6 months.
