ABOUT THE POSITION:
The IT Manager - Data and Analytics position is instrumental in leading the county's efforts to manage and enhance our Geographic Information System (GIS), Business Intelligence (BI), and Enterprise Content Management (ECM) tools and platforms. This leader will be integral in advising our IT leadership and department heads on data-centric initiatives and directing pivotal data projects with a focus on modernization, automation, and self-service strategies.
CORE RESPONSIBILITIES:
- Oversee and provide strategic management for the GIS, BI, and ECM teams.
- Act as a key advisor to the County IT Director, Deputy IT Director, and various Department Heads on data-related initiatives.
- Lead and organize data-driven projects to leverage modern tools and systems with a focus on efficiency and autonomy.
- Develop and enforce a roadmap for data quality improvement, along with a strategy for sustained enhancement.
- Establish and promote adherence to data governance policies and data standards across the county.
- Manage and develop a team of IT professionals, providing guidance in system requirements, application development, and IT infrastructure management.
- Participate in strategic planning, establish project priorities, and provide recommendations on organization and staffing.
- Facilitate staff development through training, performance management, and career advancement opportunities.
- Ensure safety and compliance within the department and oversee budget preparation and policy development.
Experience: Four (4) years of supervisory experience in information management, business analytics, or related field
Knowledge of: Principles and practices of supervision; methods of long-term strategic technical planning; personnel policies and procedures; principles of data management and business analytics; principles, processes, techniques of project management and related software; principles, practices and techniques of providing customer service.
Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; plan, organize and manage the staff activities in the design, development and maintenance of computer systems, databases and applications; supervise, train, coach, and evaluate staff; supervise, coordinate and manage information technology related activities; manage resources of a unit within budget and policy parameters; estimate labor, material, and equipment requirements for projects; recognize problems, develop recommendations and solutions; analyze and assess policies and operational needs and make appropriate recommendations; work effectively with managers, clients, vendors, peers and subordinates; communicate effectively, orally and in writing; understand highly complex information technology systems and issues.
DESIRABLE EMPLOYMENT STANDARDS
Certificates:Certifications in Business Intelligence, Geographic Information Systems, and/or Enterprise Content Management.
CONDITIONS OF EMPLOYMENT
