Job description

The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State's Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers. 

 

 

Position Description: 

 

As an IT Enterprise Business Analyst 1 (Payroll), you will be responsible for analyzing and optimizing payroll processes, systems, and data within the organization. You will collaborate with cross-functional teams to gather requirements and test solutions to enhance the efficiency and accuracy of the payroll function. This role requires an understanding of payroll operations, business analysis, and technology to ensure compliance, accuracy, and timeliness of payroll processing. 

 

 

 

Primary Duties & Responsibilities: 

 

Payroll Processing: 

  • Process enterprise-wide payroll processes accurately and in a timely manner, adhering to established schedules 
  • Support team members and contractors as needed for on-call duties 

 

System Integration and Configuration: 

  • Work closely with development team to integrate payroll systems with other business applications, ensuring seamless data flow and consistency 

 

Data Analysis and Reporting: 

  • Analyze system issues to identify trends, discrepancies, and anomalies
  • Run queries and present findings to stakeholders, providing insights for decision-making 

 

Compliance and Regulation: 

  • Stay up-to-date with relevant payroll laws, regulations, and tax policies 

 

Testing and Quality Assurance: 

  • Conduct thorough testing of payroll systems to ensure accuracy and reliability 
  • Collaborate with QA team to perform integration, regression, and user acceptance testing 

 

User Training and Support: 

  • Aid in developing and providing training to end-users on new payroll processes and system functionalities 
  • Offer ongoing support to resolve payroll-related issues and answer user questions 

 

Documentation: 

  • Maintain documentation of payroll processes, configurations, and changes 
  • Use user manuals and training materials to support end-users 

 

Cross-Functional Collaboration: 

  • Collaborate with development team to troubleshoot payroll system issues and implement system upgrades 

 

Process Improvement: 

  • Identify areas for process improvement and automation to enhance payroll efficiency and accuracy 
  • Implement best practices to streamline payroll procedure  

 

Minimum Qualifications: 

 

This position will be filled at a level commensurate with the selectee's education and experience at one of the following levels: 

 

IT Enterprise Business Analyst 1- ITP180 

Pay Grade: L 

Salary range: $47,982.94 - $63,351.55 

 

Bachelor's degree in a related field from an accredited college or university AND One year of related experience OR Associate's degree in a related field from an accredited college or university AND Three years of related experience OR Two years of experience at the lower level IT Business Analyst 2 (ITP061) or position equivalent.  

 

IT Enterprise Business Analyst 2 - ITP181 

Pay Grade: M 

Salary range: $53,310.72 - $70,677.24 

 

Bachelor's degree in a related field from an accredited college or university AND Two years in a related position OR Associate's degree in a related field from an accredited college or university AND Three years of related experience, Two years of which in a related position OR Two years of experience at the lower level IT Enterprise Business Analyst 1 (ITP180) or position equivalent. 

 

 

Preferred Qualifications:  

 

Preference may be given to applicants who, in addition to meeting the Minimum Qualifications, possess the following: 

 

  • At least 2 years of experience in TeamWorks payroll operations or business analysis is preferred. Candidates with a proven track record of analyzing payroll processes and implementing improvements are highly valued 
  • Proficiency in data analysis tools such as Microsoft Excel and SQL is highly desirable 
  • Excellent communication skills, both verbal and written, are essential. The ability to convey complex technical information to non-technical stakeholders clearly and concisely is highly valued 
  • Experience working collaboratively with cross-functional teams, including HR, finance, development, and other departments, is preferred. The ability to collaborate effectively and build positive working relationships is key in this role

The SAO offers flexible work hours in a hybrid in-office/remote work environment.
