Description of Work
The purpose of this position is to provide business and system analysis to support complex business processes and IT systems within the organizational unit.
Ability to analyze business and system processes and recommend changes to policies and procedures, troubleshoot business problems and recommend solutions, assess their impact on business processes, and develop process flows.
There is an expectation that exceptions can quickly be addressed, and that processes and systems will be updated to address that exception.
The position may provide subject matter expertise in the program area(s) and provides knowledge and experience in the direct delivery of services and benefits. With this background, the Business Systems Analyst helps establish functional system analyses, policy support and enforcement criteria, and sets priorities related to the programs, including stakeholder priorities and requests.
The role of this position may include, but is not limited to, leading and/or participating in requirement gathering sessions, developing requirements, system review and test, functional design, develop process flows, review training materials and user guides, and process engineering for phases of the software development lifecycle. Process engineering may include recommending changes to policies and procedures, troubleshooting business problems and recommending solutions, or assessing impact on business processes with clients as new applications systems are designed and developed.
This position requires developing and maintaining relationships in a matrix environment, as well as communications, to clarify statutory, policy, procedures, and requirements related to the program area(s) with the client agencies of the State, stakeholder vendors, development team members dedicated to work on applications for the assigned program areas, and management. The employee performs other related work as required.

North Carolina Families Accessing Services through Technology (NC FAST) is a program designed to improve the way the DHHS and the 100 county departments of social services conduct business. NC FAST introduces new technological tools and business processes that will enable staff to spend less time performing administrative tasks and more time assisting families.

Knowledge, Skills and Abilities / Competencies

  • Thorough knowledge of the statutes, policies, and procedures related to Economic Benefit areas such as FNS.
  • Experience in FNS in the capacity of an FNS caseworker, supervisor, or in Quality Assurance.
  • Knowledge related to business and system analysis, including the ability to trouble shoot in the user environment, such as working with NC FAST Help Desk tickets.
  • Knowledge with the NC FAST system, system updates, and management of data collection through report analysis and working with NC FAST reporting systems for the assigned programs.
  • Considerable knowledge and skill in navigating the NC FAST system through experience in working with NC FAST in the direct delivery of FNS benefits.
Management Preferences:
  • Experience with working in any workgroups with the State on NC FAST functionality, updates, or projects.
  • Must have excellent verbal and written communication skills in order to interact with developers, systems professionals, computer operations staff, policy decision-makers, and users to solve technical problems that impede or delay the processing of data.
  • Must be a team player, self-motivated, and be able to work independently to meet deadlines and task effectively and efficiently.
  • Experience with working on test scripts, job aids, or user stories in the system functionality.
  • Experience as a caseworker assisting with other counties or mentoring other counties.
  • Flexible and able to work outside of regular hours, weekends, and holidays when necessary.

Minimum Education and Experience Requirements

Bachelor s degree in business administration, computer science, or any related field from an appropriately accredited institution and one year of experience in business consultation, process improvement, or requirement gathering in an information technology environment
OR
Associate degree in business administration, computer science or any related field from an appropriately accredited institution and two years of related experience
OR
High School or GED and four years of related experience
OR
An equivalent combination of education and experience.
