ISP Fingerprint Technician, Senior

Summary:

The Idaho State Police Bureau of Criminal Identification Unit is looking for a Fingerprint Technician, Senior who is a highly specialized professional which performs advanced technical fingerprint and other biometric identifications and criminal records work consisting of analyzing, classifying, and comparing biometrics of unknown and known persons and crime suspects according to accepted scientific methods. Perform related work.

Examples of Duties

1. Technical assistance.


  • Utilize expert knowledge of the Automated Biometric Identification System (ABIS) and the Western Identification Network (WIN) configuration in troubleshooting and resolving network system problems.
  • Contact submitting agencies to troubleshoot submission issues.
  • Maintain file integrity by monitoring file growth and advises management when problems arise.
  • Develop and maintain proficient knowledge of new techniques within the science of biometrics to ensure precision and accuracy are maintained and evidence is preserved.
  • Annotate and return print of impressions that are incomplete or unreadable.
  • Take rolled and plain fingerprint impressions.
  • Answer questions regarding biometric files and procedures.
  • Help train law enforcement personnel and other users to use bureau services and the Western Identification Network's Automated Biometric Identification System (ABIS).

2. Analysis and identification.

  • Analyze, classify, search, compare, and identify difficult fingerprints utilizing complex fingerprint classification formulas as specified by accepted scientific methods.
  • Annotate or return prints or impressions that are incomplete or unreadable.
  • Utilize ABIS to digitize, store, and retrieve fingerprint minutiae. Determine storage and release of confidential information.
  • Operate ABIS workstation to conduct quality control and visual verification of ABIS searches performed by Fingerprint Technicians and personnel in training.
  • Operate a high-volume card scanner in conjunction with entering control fields to initiate biometric searches.
  • Conduct biometric comparisons when requested by local, state, federal, and tribal agencies that includes completing a written record of the results of the comparison, which can be submitted into a court of law as evidence.
  • Testify in court regarding biometric matches.

3. Miscellaneous.

  • Educate criminal justice community, private sector, and government officials in communicating biometric information according to state and federal privacy laws and regulations.
  • Instruct user agencies in various aspects of automated records management.
  • Quickly identify procedural problems and investigate any indications of system misuse.
  • Plan work and estimate resources needed to accomplish assigned tasks.
  • Make decisions and communicate effectively with criminal justice and non-criminal justice personnel.
  • Exercise sound judgement in solving problems and making decisions.
  • Produce well documented findings and communicate them effectively.
  • Edit or create forms and form letters Use computer terminal for data searches.
  • Assign SID numbers.
  • Add court disposition information to criminal history arrest records as appropriate.
  • Purge either erroneous or invalid records from the system. Perform consolidations on records that have been duplicated.
  • Utilize expert knowledge of industry standard identification techniques to identify records of deceased individuals and flag them as such.
  • Compile, record, collate, and report biometric statistics. May act in lead or supervisory capacity.

Minimum Qualifications


Education:


  • International Association for Identification (IAI) Tenprint Fingerprint Certification.

Considerable knowledge of:

  • Criminal justice processes involving the legal rights of citizens concerning arrest and disposition of records.

Typically gained by a master's degree directly related to Criminal Justice, OR a bachelor's degree directly related to Criminal Justice AND 1-year of relevant work experience, OR at least 4-years of work experience in Criminal Justice (work must be of a high-level in nature). A combination of coursework and experience that represents considerable knowledge may also be considered.


  • The principles of effective leadership.

Typically gained by a master's degree directly related to Criminal Justice, OR a bachelor's degree directly related to Criminal Justice AND 1-year of relevant work experience, OR at least 4-years of work experience in Criminal Justice (work must be of a high-level in nature). A combination of coursework and experience that represents considerable knowledge may also be considered.

Experience:

  • Working with sensitive or restricted data such as financial, personal, and medical with the responsibility to protect the confidentiality of that information.
  • Experience and skills with general office practices and familiarity with computer systems and databases.
  • Classifying and identifying fingerprints and other biometrics including the Henry method at a level equivalent to a Fingerprint Technician.
  • Operating various biometric equipment.
  • Interpreting and applying federal and state laws and regulations, court decisions, and statutory proposals as they apply to fingerprint identification and the storage and release of confidential criminal history information.

Special requirements:
It is essential that the incumbents have the following:

  • Visual acuity sufficient to perceive minute differences in biometric submissions.
  • Stamina to work with minute visual detail for an extended period.
