Job description

Reporting to the Managing Director, the IMF’s Office of Internal Investigations (OII) contributes to the good governance of the Fund; plays an integral role in the enforcement of the organization’s high ethical standards; and supports the organization in maintaining its reputation, and the reputation of its employees, for probity, integrity, and impartiality.

OII conducts impartial preliminary inquiries and investigations consistent with internationally recognized best practice into alleged violations of the rules and regulations governing the conduct of Fund employees and other individuals who participate in the benefits plans (e.g., medical, retirement) maintained by the Fund.

This position is located at IMF headquarters in Washington, D.C. and may require travel to field locations. The incumbent will report to the Fund’s Head of Office of Internal Investigations. Under the direct supervision of the Head of the Office, the incumbent will plan, conduct, and direct investigations in a timely, effective, and efficient manner and contribute to OII mandate and work plan and support office activities and objectives.

Major Duties and Responsibilities:

  • Undertake initial review of complaints and information reported to OII to identify appropriate jurisdiction and recommend action.

  • Perform preliminary assessments of allegations to present and support recommendations on whether to conclude a matter or proceed to full investigation.

  • Identify the policies applicable and elements of proof required to make a definitive finding on allegations under investigation, taking into consideration the applicable standard of proof. Propose case activity plan and update plan to incorporate additional information, as case develops. Establish, for consideration of the Head of the Office, appropriate deadlines and processes for ensuring the timeliness and thoroughness of investigative activities and analysis. Identify key issues, including potential investigative obstacles, and propose courses of action and solutions that are ethical, efficient, transparent and consistent with due process principles.

  • Conduct timely investigations in compliance with professional standards and IMF and OII policies and procedures. Conduct investigative research. Obtain, review and analyze relevant documentation and collect and analyze electronic and other communications evidence.

  • Conduct complainant, witness and subject interviews, incorporating due process provisions, and summarize statements. As assigned case investigator, assume primary responsibility for tracking case status, for properly documenting all investigative activity (including evidence collection and preservation) and for securing evidence collected. Maintain case files in accordance with OII policy.

  • Expediently prepare high-quality investigative work product, including preliminary inquiry reports, work plans, reports of investigation and case closing memoranda, that analyzes and clearly presents the information collected, is consistent with applicable policies and procedures and requires minimal revision. Clearly and concisely prepare, present, discuss and defend findings, conclusions and recommendations.

  • Communicate in an effective and timely manner with the Head of the Office to provide updates on the status of investigations and issues requiring managerial intervention. Prepare and deliver high-quality and timely briefing materials for the Head of the Office, as required.

  • Coordinate and cooperate with internal partners and stakeholders, including the Legal Department, Human Resources Department, Office of Internal Audit and Inspection, Office of the Ethics Advisor, Staff Association Committee, Office of the Ombudsperson, Mediator, among others, as required.

  • Participate in and conduct outreach activities to disseminate information about OII and the investigative process to staff and other stakeholders.

  • As directed by the Head of the Office, cooperate and liaise with other investigative bodies external to the Fund.

  • Contribute to the ongoing development of professional practices within OII, including exchange of experience with team members and external counterparts.

  • With support of the office, seek out and undertake personal development opportunities, within parameters relevant to OII mandate and functions.

  • Perform other duties as required by the Head of the Office.

    Minimum Qualifications

    Educational development, typically acquired by the completion of an advanced university degree in social sciences or related field, and minimum of four years of relevant professional experience is required. Alternatively, a Bachelor’s university degree with a combination of professional certification, training, formal qualifications and/or certifications in investigations (military, police, federal/national intelligence agencies) and a minimum of ten years of qualifying professional work experience in the field of investigations is required.

    In addition to the above, the ideal candidate will also have the below additional qualifications:

    • Progressively responsible experience in investigatory work is required. Experience in international investigation activities, or investigations conducted in an international context, is desirable. Experience in an international or multilateral public institution is desirable.

    • Administration together with supervisory functions is required. Experience with international investigation activities, or investigations conducted in an international context, is desirable. Experience with an international organization or multilateral public institution is desirable.

    • Proven ability to conduct complex investigations and quickly and accurately analyze, assess and summarize investigation findings, observations and recommendations.

    • Demonstrated advanced experience in conducting administrative investigations involving staff misconduct. Experience conducting ethics investigations desirable.

    • Excellent knowledge of standards, procedures and jurisprudence relevant to administrative investigations highly desirable.

    • An excellent command of English, the working language of the IMF, is required.

    • Proficiency in languages other than English is desirable.
