Mission:
Quantum Research International has an opening for an International FMS & Export Specialist. The individual will serve as a mid-level analyst with ability to eventually assume senior international analyst role in support of APEO International. Duties include, but list not all-inclusive: Conduct analysis in Reviewing Pre-Letter of Request (Pre-LOR) and for Foreign Military Sales (FMS) Cases that will need higher release authorities. Analyze which LORs will require System Integration of Air and Missile Defense Systems, and review and assess Technical, Programmatic, and Logistics requested support. Analyze Pre-LOR, LOR to LOA Development, and FMS execution and coordination activities IAW defined regulations for both FMS and Export. Assist PMOs to analyze execution and support IOT implement the total package approach philosophy for all FMS Cases. Understand non-Standard offers and analyze the systems and capabilities by the Program Management Offices (PMO) and Original Equipment Manufacturers (OEMs) that are required to properly staff technical packages. Coordination with PMOs, Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA-DE&C), ASA (AL&T), U.S. Army Security Assistance Command (USASAC), Security Assistance Management Division (SAMD), Defense Security Cooperation Agency (DSCA) and other Services as required/needed.
Responsibilities:

  • Serves as an analyst in support of the APEO International. Analyzes exports across the portfolio for the Program Executive Office for Missiles and Space (PEO MS). Assist Program Management Offices develop and adjudicate export positions where OEMs submit requests on USExports (Classified). Assist PMOs in their analysis to help development, releases to support both export and FMS/DCS cases. The exports and FMS/DCS efforts include systems and capabilities from: IF/RCO, IFMC, STARE, SHIELD, STORM, STRIKE, and TAGM Project Offices.
  • Coordinate and analyze FMS activities/efforts for PEO Missiles and Space. When required, work and coordinate with Army Special Programs Office ASA (AL&T) SSP, Department of Defense (DoD) Tri-Service Committee (Army, Navy, Air Force) Technology Release Authorities, Program Management Offices, Security Assistance Management Directorate, U.S. Army Security Assistance Command, Deputy Assistant Secretary of the Army for Defense Export Controls, Department of the Army Office of General Council, Office of the Under Secretary of Defense(AT&L).
  • Subject matter expert for LOR process as defined in the SAMM, Chapter 9, General Financial Policies and appropriate sections of AR 12-1. Provide APEO-International detailed analysis that allow for data driven decisions.
  • Assist in analyzing and staffing the adjudications of export cases, while capturing workload with measurable data to develop metrics and measures.
  • Maintain effective working relationships between all US Government and US industry organizations to ensure the successful execution of FMS products.
  • Assist with all action item resolutions & taskings, prepare briefings for PEO M&S leadership and to higher headquarters, conduct technical/programmatic review of all documentation, review US government technical assistance costing, and LOA data inputs from industry (when needed).
  • Input analysis for plans and recommends control methods to be used, which will ensure management practices are implemented and metrics are developed to quantify LOR/LOA development targets. Ensure program objectives are met. Assist in drafting Exceptions to Policy letters and staffs Delegation of Disclosure Authority Letters for approval.
  • Preform other duties as assigned.

Requirements:
  • Bachelor's degree from an accredited university.
  • Secret Level Security Clearance.

Preferred Qualifications:
  • Looking for an individual with Foreign Military Sales (FMS) experience and/or experience in Export Control and/or experience in Security Cooperation / Security Assistance, working as an analyst, case development and/or management.
