POSITION SUMMARY
Planning Manager will provide advice on the adequacy, safety, and reliability of services for the people of Bernalillo County. Supervise, coordinate, monitor and review plans, standards, and specifications for interdependencies with other systems. Project the impact of changes on other systems; and the impact of changes in other sectors. Perform major professional and technical planning work with gathering, analyzing and presentation of data in written, graphic and/or oral reports. Perform major departmental planning and project management functions independently, to include a high level of public contact agency, county department coordination, and decision making. Provide advice on adequacy, safety, and reliability. Manage technical and professional staff on various department and County planning projects. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.
DUTIES AND RESPONSIBILITIES SUMMARY
- Supervise, administer and implement major current and long-range planning functions.
- Provide staff support to County Planning Commission and other agencies as needed. Oversee the procedures and coordination of the County Planning Commission.
- Develop work programs and manage projects ensuring completion of assignments within established schedules.
- Enhance the professional development of Section staff by providing technical guidance and encourage individual initiative.
- Supervise staff in planning functions. Review all planning cases brought to CPC and BCC for accuracy and completeness.
- Assist in budget preparation and administration.
- Perform project management functions including policy analysis and recommendations.
- Coordinate inter-departmental information pertaining to land use cases, special projects and legislative amendments.
- Collect and analyze specialized data for periodic reports and maintenance of information related to community needs, goals and services.
- Coordinate staff teams (and public teams when needed) to create and modify major plans, guidelines and procedures.
- Meet with civic, business and governmental groups to explain policies, plans and procedures related to assigned area of responsibility. Advise groups of policy actions and recommends specific courses of action.
- Conduct public presentations on planning and other projects.
- Attend evening meetings as needed.
- Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. ?

- Bachelor's Degree in Public Administration, Planning, Architecture, Park or Land Resources, Business Management, or related field, and nine (9) years of work experience in parks management, site plan review and evaluation, plan development, policies and ordinances, or capital projects administration, plus two (2) years in a managerial role. Any equivalent combination of related education and/or experience may be considered for the above requirements.
ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
- Employee must successfully complete the post-offer employment medical examination and background investigation.
- Employee must comply with the safety guidelines of the County.
- Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.
- Employee must complete required FEMA training(s) as assigned to position.
- Employee must complete required Supervisor classes if applicable
WORKING CONDITIONS
- Essential job duties are performed indoors in climate controlled environment, but the duties of the job may require occasional work outdoors in varying weather conditions.
- Primary work surface is even, dry, carpeted or tiled floor.
- Works alone primarily, with or without directions. Works with a group at times, and with a select team at times.
EQUIPMENT, TOOLS AND MATERIALS
- Telephone, typewriter, calculator, computer, fax machine, and copy machine are used in performance of essential job duties.
- Various forms of paperwork and money are handled in performance of essential job duties.
