Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Strategic Resources, Geospatial Services Division in Sterling, VA.
This position is being advertised as both location negotiable after selection and with a duty station(s) of Sterling, VA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address, and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Policy, Standards Implementation and Administration: Provides support in national coordination, planning, implementing, and administering bureau wide geospatial policies, enterprise geographic information system (GIS) technologies, including sharing of geospatial data in coordination with DOI, BSEE, ONRR and other bureaus and agencies on geospatial issues that impact BOEM.
2. Geospatial Data, Records and Publication Management: Serves as a BOEM subject matter expert in the areas of geospatial data, records management, geospatial data standards and publication requirements and protocols.
3.Geospatial Technical support, Training, Outreach: Contributes to and conducts GIS training programs and writes user manuals, implements project plans, facilitates training, and reports results of all design and content upgrades.
4. GIS Desktop and Enterprise Support, Troubleshooting, Resolution: Recommends and assists Programs and Offices in the use of a BOEM Desktop and the BOEM Enterprise GIS system, GeoSEAS to meet the customer's service level needs including addressing functionality and availability needs.
5. Plans and assists with efforts to execute the migration of content from one GIS deployment to another, encompassing different architectures, deployment strategies, and software components.
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

The salaries listed below are for Sterling, Virginia only. If you are selected for a virtual location, your salary will be set for the locality in which you live.

Qualifications
Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
Cartographer (1370)
A. Degree:cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

B. Combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
Geographer (0150)
A. Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.

B. Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
(2) Specialized Experience
GS-13
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Hands-on experience with using Esri ArcPro, Portal and AGOL to share geospatial data and make a map.
2. Direct experience in preparing and conducting a GIS training to a group of 3 or more students.
3. Board experience with managing geospatial data and implementing geospatial data standards.
4. Current experience in implementing geospatial data publication requirements such as ensuring standard metadata in properly attached.
5. Recent experience in troubleshooting and resolving an issue related to using GIS software in an Esri Enterprise Environment.
Must meet all.
GS-14

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Hands-on experience with using Esri ArcPro, Portal and AGOL to share geospatial data and make a map.
2. Direct experience in preparing and conducting a GIS training to a group of 3 or more students.
3. Board experience with managing geospatial data and implementing geospatial data standards in an enterprise GIS environment.
4. Current experience in implementing geospatial data publication requirements such as ensuring standard metadata in properly attached.
5. Recent experience in troubleshooting and resolving an issue related to using GIS software in an Esri Enterprise Environment.
6. Recent experience in official collaboration with other federal, tribal, state, and private organizations and individuals on matters related to GIS, geospatial data and services, standards, and/or geospatial data sharing.
