Position Summary:
This position is responsible for all of the Child Network Placing (CPN) calls during business hours (8:30AM – 5:00PM). The Specialist will be responsible for securing placement for any children coming into care, completing all initial placement paperwork, and attending preliminary court hearings for new admissions.
The Intake and Licensing Specialist will additionally be responsible for responding to referrals for placement from other agencies/Department of Health and Human Services (DHHS) offices, via phone and email. This position will be responsible for coordinating internal requests by Foster Care Specialists for replacement of foster children, as well as requests to assist in locating substitute care arrangements for foster children. This position is responsible for assessing and Licensing foster home applicants and maintaining those homes for the placement of foster children. Trains, prepares, and supports foster parents.
Salary Range: $39,000.00-$44,070.00 annually

- Completes all initial placement paperwork for new admissions.
- Assists with transporting clients and/or conducting work related travel in Agency and/or personal automobile.
- Attends preliminary court hearings for new admissions.
- Responds to all placement referrals, via phone and/or email.
- Coordinates internal requests for replacement of foster children and substitute care requests for foster parents.
- Explores placement options for children stepping down from residential placement.
- Coordinates borrowed bed placements and paperwork (borrowing and loaning of foster homes).
- Assists Foster Care Specialists in completing DHHS-5770 Initial Relative Safety Screen home visits, as needed.
- Completes 3130A Relative Assessments, as needed.
- Orients prospective foster families through individual and group processes.
- Certifies and maintains foster homes in accordance with the policies and procedures of the Division of Child Welfare, Department of Health and Human Services, and the Council on Accreditation.
- Ensures compliance with Department of Health and Human Services (DHHS) requirements based on Division of Child Welfare Licensing (DCWL), Foster Care, Adoption and Licensing manuals, Implementation, Sustainability, and Exit Plan (ISEP) and other relevant program contracts
- Carries licensed foster homes and responsible for maintenance and retention of the homes through completion of annual/renewal evaluations and special evaluations.
- Drives for Agency business.
- Performs other tasks/duties at supervisor’s request.
- Knowledge of DHHS computer systems and any other computer systems required by contract.
- Knowledge of Microsoft Office and Outlook.
- Possesses strong verbal and written communication skills.
- Familiarity with the Family Court system and Child Welfare System.
- Ability to make appropriate assessments and recommendations.
- Ability or prepare reports, maintain records, and collects/evaluate data.
- Ability to work with community organizations and use community resources to meet client needs.
- Knowledge of DCWL Licensing Rules and Licensing Policies/Procedures.
- Ability to relate to diverse populations and cultures while communicating with clients and the public in a courteous and effective manner.
- Ability to work independently and exercise good judgement.
Education:
A Bachelor's Degree in human services or related field is required.
Experience:
A minimum of one (1) year working in the field of Human Services, Child Welfare Foster Care or Licensing experience is preferred.
