Lynker is searching for a talented Instructional Designer with climate science experience to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management. This position is fully remote, located in a coastal region of the United States and its territories.
This exceptional individual will serve as an Instructional Designer supporting the design and development of informal training products and services for adult coastal management audiences as part of the Climate Ready Workforce effort. The successful candidate will have experience designing instructor-led, online, and blended training solutions. The successful candidate will understand and be able to effectively implement adult learning principles and strategies using ADDIE and SAM models. They will be adept at working collaboratively with management and subject matter experts both internal to NOAA and with external partner groups, and engaging the intended audience to incorporate their input. The candidate will work as part of a high functioning team responsible for bringing innovation, efficiency, and andragogical acumen to the design of freely available training products and services on NOAA's Digital Coast.

Applying adult learning science and climate communication best practices to advance the quality of NOAA's climate learning products and services.
Designing and developing learning products and services, in a virtual team environment, that support coastal professionals in the use and application of NOAA climate science, data, and tools to address inundation and other priority coastal issues.
Bringing innovation, efficiency, and andragogical acumen to the instructional design and development process, by recommending appropriate instructional approaches and delivery methods based on training needs assessment program goals, timeline and available resources.
Working as a project leader with subject matter experts, course trainers, and instructional technologists generate the course or product goal and training objectives, identify appropriate training strategies and delivery mechanisms.
Coordinating and remaining actively involved in the design, development, and production of effective training materials (e.g. content, activities, videos, job aids, knowledge checks, interactive modules) that are compliant with organizational branding and 508 accessibility standards.
Conducting formative testing and summative evaluation to determine the effectiveness of the instructional strategies.
Sharing insights and lessons learned within the Instructional Design Group, guiding and mentoring junior staff, to ensure innovative training solutions are diffused into OCM's instructional design and development processes and end products and services.
Serving as a training consultant to NOAA subject matter experts and external partners.
Qualifications:
Required:
Master's degree plus 6 years of experience, or a Bachelor's degree plus 10 years of experience in instructional design or adult education.
Demonstrated skill creating non-formal adult training solutions to meet specific workplace needs
Application of cognitive science and training industry best practices to develop workplace training solutions.
Experience conducting training needs assessment scaled to meet project needs, scope and timeline to generate appropriate and effective training solutions.
Expertise in applying instructional design models, including ADDIE (analysis, design, develop, implement, evaluate) and SAM (Successive Approximation Model) to design training products and services.
Well-developed collaboration skills to work efficiently with cross-disciplinary, virtual teams to produce training products and services.
Ability to assess the workplace performance needs of target audiences and evaluate for outcomes using Kirkpatrick's level 1, 2, and 3 to demonstrate level of course satisfaction, learning, and improved on-the-job performance.
Demonstrated ability to implement and provide expert technical assistance and recommendations to customers in the design, development, delivery and use of in-person, online and blended learning applications.
Demonstrated ability to build positive and productive working relationships with management, colleagues, and external partners.
Excellent communication, organizational skills, and interpersonal skills.
Self-starter with ability to work in a small team environment without direct day-to-day supervision.
Ability to follow standard operating procedures and guidance documentation.
Ability to pass a National Agency Check (NACI).
Preferred:
Experience working with climate or other science content, data, and subject matter experts (SMEs) to design training.
Experience working with communities to help them understand their risks and vulnerabilities to a changing climate, and develop actions that can make them more resilient.
