TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Plan/Eval Director of the Community Engagement Branch, the Institutional Analyst III:
  1. Under direction from the Director, provides supervision and management of assigned staff within the Branch, which may include assisting with workflow management or reviewing work products. Conducts program reviews to ensure relevancy and effectiveness of operations, coordinates efforts for the development and implementation of community partnerships and special programs/initiatives that support the goals of Community Engagement.
  2. Supports CEB's general mission by leading cross-office projects, cultivating partnerships with external stakeholders and organizations, providing project or program management, and facilitating planning meetings. Works with other HIDOE state offices, complex areas, schools, higher education, and community-based and private organizations to identify critical and emerging issues affecting Community Engagement and develops creative solutions to program implementation challenges.
  3. Oversees the implementation of assigned projects for strategic and operational priorities and other evaluation functions, assisting with various planning initiatives and functions. Ensures proper analysis, evaluation, and communication of data findings, conclusions, and reporting. Provides consultative services on best practices and professional development to state office and complex area staff.
  4. Serves as an active member on HIDOE cross-functional teams as related to improving instruction and strategies. Develops recommendations for strategic projects to pilot and incubate before developing recommendations to scale; provides leadership that supports direction setting and strategic project incubation, which may include coaching and working with staff to facilitate implementation of projects on-time and on-budget with outcome data.
  5. Performs other related duties as required or assigned.

Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
Preferred Education: Master's degree in education with specialization in a subject field appropriate to the areas of assignment.
Education Substitution: Bachelor's degree from an accredited college or university in any field or valid certificate/license in education plus four (4) additional years of relevant experience in a subject field appropriate to the area of assignment.
Experience: Seven (7) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which three (3) years shall have been in and education program, agency or system.
Preferred Experience: Of the required experience above, two years (2) of administration at the school, district or state level that involved the supervision of professional personnel and two (2) years of responsible professional work experience in education providing student support services and working with higher education, community organizations, and/or stakeholders in strengthening and promoting a sense of community in Hawaii.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment; principles and practices of supervision.
Desired Knowledge: Foundations of trends and current issues within education; community and private/public partnerships; educational statistics, trends and current issues or problems pertinent to the areas of assignment; principles of research; budget and accounting practices.
Ability to: Plan, organize and direct program planning and analysis functions including scheduling, assignment and consultation; communicate effectively with others both orally and in writing; deal effectively with federal, state and departmental officials to accomplish program goals and objectives; operate computer and other business machines.
Desired Skills/Abilities: Plan, direct, coordinate and evaluate programs in several related subject matter areas, or services; maintain awareness of developments in Community Engagement or program areas; provide guidance, supervision and direction in the areas of assignment; relate and collaborate effectively with others; facilitate and engage others in problem-solving and decision-making processes; effectively work with stakeholders within the Department and the community; manage transitions impacting the Department, and maintain awareness of developments in Community Engagement; plan and conduct professional development activities to reflect the needs of Community Engagement/partnerships; negotiate, write and expedite the approval of contracts, MOAs and MOUs; and manage all aspects of administration, including personnel and fiscal matters.
Supplemental Information
SALARY RANGE: EOSR-8, $111,913 to $158,422.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $111,913.
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

12-month certificated employees enjoy a range of competitive benefits:

  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
