Inspector V - ISS

As part of a collaborative team of public servants, an Inspector V protects residents’ health and safety by conducting on-site inspections and investigations in Texas long-term care facilities (assisted living facilities, day activities and health services sites, individualized skills and socialization providers) to assess their compliance with state laws and rules.
In this front-line field position, the Inspector V conducts investigations of complaints and incidens as a team member or individually, including complaints related to abuse, neglect or exploitation. The surveyor is mobile and flexible and performs minimal work at an office, though the role does require writing reports detailing any violations against a facility, remedies to correct those violations, and a narrative to support regulatory determinations. The surveyor is also responsible for preparing written reports supporting the actions and remedies recommended and participating in surveys, inspections, and investigations with assigned team and accepts assignments as needed.

Essential Job Functions:
Under the direction of a program manager, Inspector V conducts on-site licensure inspections and complaint and incident investigations in facilities to determine compliance with state health and safety regulations.
Communicates clearly and accurately with others (internally and externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve issues or complaints regarding services provided in Texas long-term care facilities, including to ensure such services meet any resident’s specialized needs.
Conducts exit conferences with facility staff regarding findings and can assist in developing a plan to correct deficiencies.
Completes inspection or survey reports detailing violations, recommended remedies, and narratives to support regulatory findings.
Visits long-term care facilities to verify correction of previously cited regulatory violations.
Performs quality assurance reviews of documents prepared by others; for example, publications, assessments, and reports.
Occasionally might need to testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.
Complete referrals for the conduct, as appropriate.

Registration or Licensure Requirements:
The applicant must have a valid, state-issued driver’s license.

Initial Selection Criteria:
Experience in quality assurance/compliance and oversight/auditing preferred.
Experience in conducting investigations related to quality outcomes.
Experience in conducting investigations of abuse, neglect or exploitation in a regulatory program.

Additional Information:
Flexibility in work hours is required for this position. The job requires 80% travel, with most travel during the day. However, some overnight and weekend travel is required, as well as occasional on-call duties for emergencies or high-priority situations in facilities. Must have reliable transportation.
Note: This position is able to work a compressed workweek with options Monday-Thursday, Tuesday-Friday, and Friday-Monday, 10-hour days.
