Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over 400 sailings each day on 10 ferry routes. WSF transports nearly 17 million passengers a year and has more than 1,800 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters.
The Opportunity
WSF is currently seeking an Inspector Specialist - Structural and Pipe to conduct, schedule, and direct technical inspection activities for WSF's Vessel Construction preservation, and maintenance activities. This position will direct, and/or prepare asset history and contract documentation. In addition, this position will serve as the senior-level inspector providing structural, piping, and preservation expertise.
What to Expect
Among the varied range of responsibilities held within this role, you/the Inspector Specialist - Electrical will:
  • Directs and performs Structural and piping inspection phases of ferry vessel construction, preservation, and maintenance activities.
  • Provide inspection of the contractor's work.
  • Perform on-site inspections at State and Commercial shipyards, and manufacturing or repair facilities, or aboard vessels underway.
  • Review and approve the contractor-furnished equipment and materials.
  • Provide technical advice to the contractor during the production phase.
  • Directs or prepares contract documentation and red line markups.
  • Prepare inspection reports, progress reports, and condition deficiency reports.
  • Review specifications, working drawings, and construction work.

Qualifications
To be considered for this opportunity, the following are required:
  • Valid Washington State Driver's License
  • Able to obtain and maintain a Transportation Worker Identification Credential (TWIC) no later than 6 months following the date of hire.
AND
  • Five (5) years of experience as an employee of a shipyard or as an owner's representative with project-level responsibility for Structural and piping repair, overhaul renovation, or construction of steam or motor vessels in a commercial or government shipyard. Equivalent military experience is acceptable.
OR
  • Four (4) years of assigned responsibility as a ship/shipyard superintendent for a major commercial or governmental shipyard or four (4) years of experience as an Owner's Representative in a commercial shipyard. Experience must involve responsibility for steel/pipe, fit-up, welding, inspection, and testing.
OR
  • Five (5) years of experience as a vessel inspector or surveyor for an authoritative agency or Vessel Classification Society such as the American Bureau of Shipping for the U.S. Coast Guard. Experience must involve responsibility for steel, pipe fit-up, welding processes, testing, and preservation.
With
  • Thorough working knowledge of:
    1. Theory, principles, techniques, and practices of shipboard welding, piping systems, and safety.
    2. Requirements and applications of modern marine construction equipment, materials, and methods.
    3. General application of State, Federal, and U.S. Coast Guard regulations.
    4. Construction estimating, costs, and financial planning.
    5. Conversant with modern marine construction equipment materials and techniques.

  • Ability to:
    1. Exercise sound and independent professional judgment in making decisions and rendering advice to the construction managers and contractors.
    2. Analyze problems relating to assigned technical fields and interface with other disciplines.
    3. Provide liaison with the regulatory agencies to ensure that all phases of the work are in compliance with and conform to local, State, and Federal requirements, codes, and regulations.
    4. Read, interpret, and develop marine construction drawings, plans, specifications, and contractual documents.
    5. To move 40 lbs. from floor to a height of 5 feet on a seldom basis.
    6. Sit or stand for prolonged periods of time.
    7. Work more than eight hours per day and/or work within an engine room while vessel is tied up or underway, and work in confined spaces.
    8. Move about and on vessels under construction including at heights, climbing steep vertical ladders up to 30 feet.
    9. Work in confined spaces and maneuvering in baffled spaces, and other situations requiring balance, sure-footedness, strength, visual acuity, and the ability to hear well.
    10. Report to the designated workplace/worksite regularly as assigned.
It is preferred that qualified candidates also have:
  • Registration as a professional engineer in the branches of ship design, electrical, or mechanical engineering in the State of Washington or another state based on requirements equivalent to those in Washington.
  • Two (2) years of experience with project-level responsibility for the repair, overhaul, and refurbishment of steam or motor vessels in a commercial or government shipyard.

  • The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
