Summary Description
Under general supervision of the Information Technology Director, perform a variety of technical and administrative duties requiring knowledge of network/database operations. This position requires the ability to work independently, exercising judgment, and initiative. Responsibilities include installing and configuring network devices; diagnosing and resolving communications, hardware and operating system problems; implementing, and monitoring system security procedures; and conducting user training and product demonstrations.
Duties, Functions and Supervision/Accountability
Major Duties/Essential Functions
Research, recommend, install, and test hardware, software, and network configurations for PC's in order to provide an information system which effectively meets the City's needs.
Test and evaluate software and hardware products in order to determine applicability and value to City operations.
Test, maintain, and monitor computer programs and systems, including coordinating the installation of computer programs and systems. Manages and works with various hardware/software vendors on upgrades and troubleshooting.
Write equipment/software specifications and end user documentation.
Administer and control network security and access by assigning user ID codes, passwords, and network privileges.
Maintain hardware, software and network security standards per City policy.
Install and configure internal hardware components such as memory, drives, PC's/servers in order to maintain or enhance system operation and capabilities.
Technology Asset Management/Life Cycle Management
Attach devices to the LAN; configure devices to use the LAN for applications; and maintain LAN documentation in order to establish and maintain departmental LAN's.
Perform troubleshooting and fault isolation on PC's, servers, LAN's, or related system components in simple configurations in order to maintain system availability.
Provide staff and users with assistance solving computer related problems, such as hardware malfunctions and program problems.
Work as a liaison between various departments and the IT department
Manage and maintain the City's Active Directory.
Manage and maintain city cell phones, air cards and corresponding documentation.
Perform related work tasks as required.
Supervision/Accountability
Accountable to the Information Technology Director.
Qualifications
Knowledge
Knowledge and training of local area networks (LAN), wide area networks (WAN), Microsoft OS's, Microsoft Office suite software, Microsoft AD, Microsoft Exchange.
Skill/Ability
Ability to troubleshoot hardware, software issues and to work effectively with vendors, software users, other agencies, and the public. The ability to establish and maintain effective interpersonal relationships with employees and to communicate effectively, verbally and in writing. Ability to speak and understand the English language fluently and use proper grammar, punctuation, and spelling; Able to ensure compliance with and follow standard operations practices and procedures common to local area networks. Skill in the operations of the equipment common to the City. Ability to use personal computer equipment to access, retrieve, or input information using DOS, Windows OS's (workstation and server) including Microsoft Active Directory, MS Office software or other standardized software common to the work unit or as assigned.
Education/Experience
Associate's degree from an accredited educational institution in MIS, Computer Science or related field with two or more year's network administration and support experience or any combination of education and experience that provides equivalent knowledge, skills and abilities.

Tools and Equipment Used
The ability to use the following tools and equipment is essential to perform the functions of this job: personal computers, printers, network hardware, Microsoft Office; telephone; and FAX machine.
License/Certifications
Possess and maintain a valid Wisconsin Motor vehicle operator's license is required. Loss of license may be cause for demotion or termination.

Special Conditions of Work
Flexibility in schedule is required as server/PC/network configuration and maintenance can take place after hours and on weekends. Must be able to respond to requests for service and emergencies on weekends and evenings. Must pass a thorough background check.
Selection Guidelines

Paid Time Off (PTO) Schedule
1-3 Years 23 days per calendar year (pro-rated first year)
4-6 Years 25 days per calendar year
7-9 Years 28 days per calendar year
10+ Years 30 days per calendar year
Holidays: Ten (10) per year as outlined in the City of Oak Creek Personnel Manual.
Health Insurance: The City offers a self funded medical plan. Specific plan offered is subject to change each calendar year. Employee is eligible for coverage on the first of the month following 30 days of service. Employee contributes toward monthly premium. Employees who waive health insurance are eligible for a waiver incentive paid into a deferred compensation plan; $3,000 for waiving family coverage, $1,500 for waiving single coverage.
Dental Insurance: Delta Dental or CarePlus plan. Specific plans offered are subject to change each calendar year. Employee is eligible for coverage on the first of the month following 30 days of service. City pays 100% of premium.
Vision insurance: Voluntary (employee-paid) plan available through Superior Vision. Employee is eligible for coverage on the first of the month following 30 days of service. Family, limited family, and single options available.
Flexible Spending Accounts (Section 125 plan): Medical Reimbursement and Dependent Care available for pre-tax savings on expenses. Pre-tax payroll deductions can be used to offset the cost of these expenses.
Pension: Wisconsin Retirement Fund. Employee pays employee share of WRS contribution rate each pay period pre-tax.
Life Insurance: Basic Life insurance equal to annual salary. Paid for by the City through the Wisconsin Retirement System. Effective the first of the month after 31 days of service. Additional units available at employee cost. Spouse and dependent coverage also available.
Long Term Disability: The City provides and pays for core plan coverage for 75% of wage up to $27,000; employee has the option to buy-up up to 75% of full wage.
Deferred Compensation (Section 457 retirement plan): Employees may contribute via payroll deduction toward a deferred compensation plan. Pre-tax and Roth options are available.
Employee Assistance Program: Employees and members of their household may contact the Employee Assistance Program to receive free problem assessment, short term counseling, referral, and follow-up to assist in addressing their personal needs.
