This position is located in the Bureau of Global Talent Management, Office of Technology Services, Program Management Division (GTM/EX/OPTS/PMD). This office develops, implements, and maintains innovative HR IT solutions and customer liaison services.

Duties
Serves as a technical authority on the software development life cycle, analysis of business processes and conversion to technical requirements, and ensures that software solutions conform to GTM’s system architecture and strategic objectives.
Applies new and emerging trends and developments in IT disciplines and cybersecurity in analyzing and evaluating the applicability of such developments to GTM programs and operations.
Identifies and develops systems and process solutions to improve operational efficiency and effectiveness; ensures that information/cyber security policies, procedures, and practices are incorporated from project initiation through completion.
Coordinates and liaises with GTM and DOS officials and partner organizations within the foreign affairs community to capture business intelligence objectives and ensure all business requirements and technical solutions align with planning efforts.
Develops and applies GTM/Departmental business and technical requirements analytical frameworks and industry standard methodologies to develop and deliver efficient and secure IT services that support GTM’s policy objectives.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing and evaluating programs and developing new methods to improve IT operations;
Experience formulating and implementing policy as it applies to a full range of IT issues and innovative solutions;
Experience providing advice and guidance to all levels of management on the interpretation of regulations governing Information Technology (IT) programs.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

Ability to communicate effectively and efficiently, both orally and in writing.
