Job description

Essential Function
Under general administrative direction, plans, manages, organizes, and directs the activities of the District’s Information Technology Division, develops and manages division budget, implements and maintains various Information Technology (IT) related services, manages vendor implementation and ongoing service contracts and activities, and provides IT-related technical guidance to District management.
Distinguishing Characteristics
This is a single-position, management-level classification that performs duties related to the administration of the Information Technology Division, including overall management of division functions, short- and long-range planning, and implementation of the District’s strategic IT goals and objectives. The Information Technology Manager is distinguished from the Computer Analyst in that the former is responsible for the overall management of the District’s IT and information systems activities. The Information Technology Manager is distinguished from the Business Services Director in that the latter is responsible for the overall performance and operation of the Business Services Department.
SUPERVISION RECEIVED AND EXERCISED
Under general administrative direction from the Business Services Director and may receive direction from the General Manager or other department directors. This classification exercises supervision and direction over lower-level classifications within the Information Technology Division. May act as a leader for assigned District teams and projects, and as such, may coordinate or oversee the work of other District staff directly related to the assigned activity.
Primary Duties
TYPICAL DUTIES
Duties and responsibilities may include, but are not limited to, the following:
  • Plan, administer, manage, evaluate, and/or organize the activities of the Information Technology Division, including the network infrastructure, system architecture, business applications, database administration, system integration, operating system, telecommunications, cloud services, client services, cybersecurity, business continuity, projects, and resources in a multi-platform environment; and, direct staff, consultants, and contractors, as necessary.
  • Participate in staff hiring process and provide coaching, training, development plans, and changes to optimize workload effectiveness.
  • Manage the installation, performance monitoring, modification, and maintenance of complex operating systems, databases, and network communications software and control systems; establish operating standards to maximize productivity and systems integrity.
  • Develop, monitor, and manage division budget and participate in activities associated with budget development process, including providing justification for proposed budget items.
  • Develop, implement, and manage strategic IT activities; conduct enterprise-wide planning by consulting with staff to identify and prioritize technology needs; support business case development, lifecycle cost, total cost of ownership, and cost-benefit analyses to assist in making cost-effective technology investments; research emerging industry trends, technology, and best practices and initiate changes in strategic planning, acquisition or utilization of technology tools, training, and work methods to meet division goals and objectives.
  • Provide guidance on evaluation, selection, implementation, and maintenance of technology solutions by establishing priorities, identifying necessary resources, and recommending technical solutions; oversee inventory management activities; consult and advise users on technical IT issues such as the use of various database systems, applications and systems development, business system recovery, and computer operations.
  • Develop, recommend, and implement IT-related policies, procedures, master plans, and governance.
  • Assess cybersecurity risks and vulnerabilities and provide District staff training to mitigate security vulnerabilities; oversee development, implementation, and maintenance of cybersecurity solutions to secure and protect IT assets, including District data, network, and cloud services.
  • Ensure IT/system backup and Disaster Recovery Plans are developed and maintained; oversee regular testing of the plans.
  • Prepare recommendations, reports, and other materials; make presentations to management, the Board, other agencies, industry organizations, and the public; and represent the District at meetings, seminars, and conferences.
  • Effectively perform other work duties and responsibilities consistent with the position on an as-needed and/or assigned basis.

General Organizational Duties:

  • Assist in the development and implementation of strategic initiatives related to the District’s Strategic Plan.
  • Oversee the development and implementation of activities related to key success indicators of the department and division.
  • Identify and oversee the implementation of relevant, innovative processes, technologies, and approaches for implementation at the District.
  • Actively promote the District’s focus on Behavioral Values, and effective and respectful communications to build better work relationships at all levels in the organization.
  • Establish and maintain effective relationships with other staff members, staff at other agencies, professional organizations, and other relevant stakeholders.
  • Participate in regional collaboration opportunities and learning from peer agencies to serve the District’s needs.
  • Participate and lead teams engaged in District projects and organizational activities
  • Provide appropriate, timely, and customer-service focused responses to public inquiries.
  • Understand and conform with the District’s Policies and Procedures.
  • Understand and conform with the District’s Safety Program.
Qualifications

A combination of training and experience that demonstrates an individual has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed). A person with the following combined training and experience would most likely qualify to compete in a selection process:

Education:A Bachelor’s Degree in Information Technology, computer science, network engineering, management information systems, or a closely-related field is required.

Experience:A minimum of five (5) years of progressively responsible professional experience in systems planning and administration, computer operations and technical support for networked systems, and selection, installation, operation and maintenance of major information and telecommunication systems is required. Two (2) years of supervisory or management experience.


Knowledge of the following is required to perform the essential function:
  • Principles and procedures used for data management, networking, project management, network infrastructure and servers, mini-computers, virtual servers, SAN storage, PC's, laptops, electronic devices, wireless technology, telecommunications, including telephone and voicemail systems.
  • Principles, practices, methods, and techniques used in the operation, maintenance, and administration of IT operating systems and hardware applicable to the administration of a wastewater utility.
  • Principles of supervision, techniques for training, motivating, and developing employee skills and conducting formal performance evaluations.
Ability to do the following is required to perform the essential function:
  • On a continuous basis, analyze, identify, interpret, know, observe, problem solve, remember, understand, and explain mini and microcomputer software and hardware systems.
  • Operate and evaluate complex and difficult software and hardware systems.
  • Troubleshoot hardware and software problems.
  • Configure, monitor, and troubleshoot the interaction of networks and network components.
  • Maintain records to monitor complex systems and procedures.
  • Prepare clear and concise reports, records, budgets, memoranda, correspondence, and other documents.
  • Communicate clearly and concisely, both orally and in writing.
  • Make articulate and effective presentations to various groups.
  • Establish and maintain cooperative working relationships with those contracted in the course of work.
  • Effectively define and deliver optimum customer service at the most competitive cost and effort; effectively perform duties in manners consistent with District values; work collaboratively and cooperatively in a team environment; develop and nurture self-directed work teams, seek out and encourage innovation and initiative from front line employees; develop a coaching and mentoring style of supervision in the place of providing direction, where possible.

  • Occasionally transport, lift, and otherwise safely handle objects weighing up to twenty-five (25) pounds.
  • Occasionally operate District vehicles and electric carts.
  • Occasionally reach above shoulder level to access or place files, paperwork or binders, and related items on and off overhead cabinets.
  • Periodic kneeling, bending, and stooping to retrieve or place documents, files, and boxes on and off lower shelves, drawers, or ground level.

  • Work in a normal office environment with controlled lighting, ventilation, and moderate noise levels.

  • Frequent sitting at a desk for prolonged periods while using a computer or in meetings.
  • Regularly uses standard office equipment (keyboard, scanner, copier, telephone); intermittently twisting and reaching to operate other equipment without incapacitating adverse effects.

ADDITIONAL REQUIREMENTS

  • Expected to respond or report to duty in emergency situations, which may occur after hours, on weekends, and/or holidays.
Required Licenses, Certifications and Registrations
  • A valid California Class C driver’s license and insurability under the District’s driving program must always be maintained.
