Description
The Cosumnes Community Services District is seeking to establish an eligibility list for the classification of Information Technology (IT) Specialist.
Eligibility List
Candidates passing the critical criteria and who meet the minimum qualifications of the position will be ranked based on their final score in the assessment process and placed on the eligibility list. Once the District has an established eligibility list, the list will remain in effect for twelve months and will be used to fill future vacancies as they occur.
Under close supervision, the Information Technology (IT) Specialist performs professional and technical support, training and troubleshooting duties for hardware, application software, and networks; performs helpdesk duties via telephone and on-site support; installs and maintains hardware, peripherals and software; assists in the preparation of user procedures and documentation; assists in maintaining the District Website and intranet.
Supervision Received and Exercised
Receives direct supervision from the IT Manager or assigned department management personnel. The IT Specialist position does not exercise any supervisory responsibilities but may provide lead direction to lower-level IT staff.
Duties and Responsibilities
Note: The following duties are intended only as illustrations of the various types of work that may be performed.   • Primary contact for the end-user experience (computers, peripherals, software, support and training);
  • Provides end-user technical support by phone, email, or in person and evaluates the nature of the request; escalates technical issues when appropriate;
  • Performs remote troubleshooting via Remote Assistance or similar support utilities;
  • Makes service calls to remote sites to troubleshoot hardware, software or network problems;
  • Oversees the Helpdesk and ensures IT is meeting its support commitments;
  • Prioritizes multiple issues and insures the most critical problems are given priority;
  • Manages computer imaging process and deployments;
  • Coordinates the installation and upgrades of hardware, software, and peripheral equipment; configures systems for optimum operations;
  • Assists with the administration of District-wide applications such as: VoIP phones, video management systems, Office 365, ERP, Adobe Creative Suite applications;
  • Monitors and maintains District technology inventory system;
  • Train non-technical workers on the business's information systems;
  • Purchase standardized equipment from approved vendors;
  • Utilizes local administrator access with limited domain and Office 365 privileges;
  • May be required to work evening and weekends to support projects, events or provide backup on-call support;
  • May be required to perform other related duties as required.

Qualifications
Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. The education or experience requirements may be modified or waived at the sole discretion of the General Manager. At least one of the education or experience requirements must be met; however, both requirements cannot be modified or waived. A typical way to obtain the knowledge, skills, and abilities:
Education and Training:
  • Completion of a degree or certification in a field such as computer science, A+ or Microsoft from an accredited college, university or technical program in the field of computer science, Information Technology or a closely related field.
Experience:
  • Three (3) years of increasingly responsible experience in information systems or a closely related field that can be directly related to the duties and responsibilities prescribed for the class of IT Specialist.

Special Requirements:
  • Must possess a valid California class "C" driver's license, with a satisfactory driving record as determined by the District and maintain it throughout employment.

Knowledge of:
  • Principles of and current trends in Information Technology including cloud, office software, hardware technologies and personal computers;
  • Current windows operating systems, Microsoft Office Suite and related office software;
  • Back Office software including Windows server, IIS, SQL, Office 365, SharePoint and Exchange online;
  • Installation, maintenance, upgrades, troubleshooting and repair of computers, hardware and peripherals;
  • Local Area Networking (LAN) including TCP/IP, Internet, and IP routing, firewalls, security and VPN;
  • Desktop computer imaging processes such as Microsoft MDT, PDQ and/or DISM;
  • Active Directory user, group and mailbox management;
  • HTML/ASP/ASP.NET authoring and other web-related languages;
  • Technical documents and protocols including manuals, schematics, procedures and specifications.

  • Mobility: frequent use of keyboard; frequent sitting at desk or in meetings for long periods of time; occasionally reaching and twisting to reach equipment surrounding desk; occasional walking, standing, bending, stooping, squatting, kneeling, crawling and twisting while performing field work; frequent pushing, pulling or lifting up to fifty (50) pounds.
  • Vision: constant use of overall vision; frequent computer use; occasional color and depth vision.
  • Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding and reaching; frequent operation of office equipment and tools required to troubleshoot and repair computer equipment and peripherals.
  • Hearing/Talking: frequent hearing and talking in person and on the phone.
  • Emotional/Psychological: frequent decision making and concentration, frequent public and/or coworker contact; occasionally works alone.
  • Driving: ability to use fine and gross motor coordination for driving.

Typical Working Conditions
Work is typically performed in an indoor office environment and computer rooms. Occasional work is performed in climate-controlled server rooms; occasional work is performed outside in various types of weather; occasional work is performed in confined spaces. Incumbents are exposed to noise, moisture, dust and vibrations. Work may take place and require travel to and from off-site locations throughout the District.
